| Since the 18th CPC National Congress, the Party Central Committee and the State Council have made great efforts to promote the reform of the administrative system and the change of administrative functions. The "decentralization of power" has become the new round of administrative system reform and the change of administrative functions.Jane decentralization, not simply decentralized or abolished part of the executive power,nor is it a simple combination of institutions and departments of the new round of the combination, but the administrative law enforcement thinking, methods and habits of the big adjustment, big change is to improve Key Initiatives of Government ’s Modern Governance Capability. In the new normal state of decentralization, the focus of the work of law enforcement departments is from the pre-approval to the middle and after the supervision of the change, and the middle and after the supervision are basically belong to the scope of field supervision. As the content of on-site supervision is complicated, and our current lack of on-site supervision of the legislation, the domestic law enforcement departments have not established a system effective on-site supervision mode. The lack of understanding of the administrative maritime scene supervision theory and the lack of legislation led to the actual operation process can not be followed, the regulatory basis is not clear, can easily lead to lack of supervision,performance is not in place, etc.; the absence of maritime scene supervision system May lead to on-site supervision of the discretion is too large, easily lead to a lot of law enforcement is not standardized issues, such as abuse of authority, the program is not legal and so on. The theoretical circles have seriously reduced the research on maritime scene supervision and have restricted the implementation and development of maritime scene supervision.On the basis of reading a lot of literature, this article first carries out "on-the-spot"and "off-site" classification of administrative supervision, and puts forward the concept of "maritime scene supervision" from the theoretical level. By investigating the theoretical meaning of the decentralization of our country, it is concluded that the essential requirement of administrative decentralization and administrative supervision is to improve the effectiveness of administrative supervision on the basis of reducing government intervention. This paper analyzes the existing problems of maritime scene supervision under the traditional model, and analyzes the reasons. Based on the analysis of the essential requirements of reducing market intervention,this paper,based on the theory of public administration of administrative intervention, combs the elements of maritime scene supervisory behavior and the administrative intervention degree of maritime supervision object production and management activities. The investigation of maritime scene supervision is carried out according to the degree of intervention from low to high. It is the basic framework of maritime scene supervision under the background of simplified government decentralization. Based on the theory of law and the standardization Research requirements, based on the aforementioned framework, on the marine field supervision of the basic theory, mode of operation and regulatory behavior proposed a standardized construction of the relevant recommendations. Based on the consideration of improving the efficiency of administrative supervision, this paper designs the guarantee mechanism of on-site supervision and standardized operation.
