In the background of economic globalization,free trade areas have rapidly developing.East Asia is a hot spot of the development of free trade area,which rapidly increase in the number of free trade area,the preferential rules of origin is an important part of the FTA agreement,which is greatly increasing the degree of trade facilitation and investment,deepening the integration of East Asian production division of labor system,increasing development of trade,But because of the emergence of many preferential rules of origin in East Asia,the preferential rules of origin are intertwined,and the effect of the implementation of trade facilitation in the region is curbed.With the deepening of the degree of international division of labor,the intermediate products have become the main trade products in East Asia,the overlapping preferential rules of origin of China and East Asian countries had a negative impact on the development of intermediate products trade.Therefore,the paper analyzes the present situation and characteristics of preferential rules of origin in East Asia and deeply studies the present situation and existing problems of intermediate products trade between China and East Asian countries and explores the influence of preferential rules of origin on the trade of intermediate products between China and East Asian countries.It is a great practical significance to explore how to optimize the preferential rules of origin to promote the influence of intermediate products between China and East Asian countries.First of all,the paper systematically sorted out the status and characteristics of preferential rules of origin in East Asia,the East Asian preferential rules of origin is simple,and preferential rules of origin are not subdivide accounting to different industries compared to mature free trade areas,Secondly,the paper analyzes the present situation and the problems of the development of intermediate products trade between China and East Asian countries.The intermediate products as the largest trade products are developing rapidly between China and East Asia,but there are still many problems.The developing countries are at the end of the production chain,they get less trade profits,which is not good for the long-term development of developing countries in East Asian.The paper studies the preferential rules of origin has a impact of the intermediate products trade between China and East Asian countries by the use of qualitative analysis and quantitative analysis.There are the results that preferential rules of origin reduce reducing the degree of trade facilitation from the free trade area,and are not resulting in a significant trade creation effect.The developing countries still have a strong dependence on foreign imports,having lack of protection for domestic enterprises.So the Chinese have a low position on he trade of intermediate products between China and East Asian countries.And the paper finally explores how to optimize the rules of origin to promote the development of intermediate products trade between China and East Asian countries.The author puts forward relevant suggestions,For example,unified East Asian preferential rules of origin,design transparent,predictable preferential rules of origin,simplify the application process,accounting to the characteristics East Asian region to design preferential Rules of origin,improve the Chinese preferential rules of origin.
