In China's power network structure,as the adviser and right-hand man of the leadership,the secretary has the right to advise,to know and to execute though not the power to make decisions.The secretary shall assist the leadership in decision-making and implementation of issues,and often as the extension of the leadership,he is the first link of effective administration.At the same time,the secretary is the final pass of reported situations,who screens and discriminates the variety of information to be conveyed to the leadership.Although not an official and not involved in final decision-making,the secretary has a special status with his highly valued remarks.For a long time,based on the advantages of his pivotal position,the secretary exploits various resources within the network and increases others' dependence on him,exerting remarkable influence which are incongruous with his own power.In recent years,with the deepening of anti-corruption work,a group of secretary corruption cases gradually emerge.Those who are prone to corruption are the "people around." In addition to the bribery case of "Hebei's First Secretary" Li Zhen,there are also those of Hao Heping and Cao Wenzhuang,the two secretaries of Zheng Xiaoyu,and Chen Jain,secretary of former Beijing Municipal Committee party secretary Chen Xitong.Under such circumstances,we need to find a new perspective to examine the power structure and influence of the secretary and regulate the generation and use of the secretary's influence.In light of that,this paper,through elaboration of the concepts of power and influence and a detailed analysis of their similarities and differences,defines power as: the dominating force of an individual on the behavior and knowledge of particular objects in a network of power relations based on his position and responsibilities in the network.According to this definition,the hidden power of the secretary,which was long ignored or unnoticed,is also incorporated into the secretary's power range.By such a definition,we clarify the explicit part and implicit part of the secretary's power,and better define the implications and extensions of the secretary's influence,which is to say that the secretary's influence not only contains the power derived from the explicit part,but also that from the implicit part,and moreover the secretary's personal influence.According to the structure of the secretary's influence,this paper,in view of the cultivation and standardized use of the secretary's personal influence,puts forward six suggestions,including standardizing secretary professional construction and perfecting the secretary selection mechanism.In specific text,using the French social thinker Foucault's philosophy of power,organizational behavior and management theory for theoretical support,and the real cases for intertextual reference,this paper conducts an in-depth study of the innovation theories and practical skills of power and influence,which is throwing brick to draw jade,in order to find out a better solution to use and cultivate the secretary's power and influence in a scientific and proper manner to better achieve the objectives of work,to assist the leadership and serve the public,and to establish a good image of the staff on the secretary position..
