Under the national innovation driving strategy,the government research and development funding gradually increased.Due to the externalities of R & D and information asymmetry what causes market failure.The government R & D funding project is an important way to solve such failure.However,there are also some failures in the government R & D funding,with the government has introduced nearly 5,000 kinds of industrial innovation policies.Although the overall patent application tendency has been improved,the innovation and output of the unit has not improved significantly.In the past,the author analyzes the concept of innovation policy,the effect of innovation,the direction of action and the stability of policy.It reveals the influence of innovation policy on R & D investment,but does not reveal the factors that affect the effect of government R & D funding.The fundamental reason is that the previous research is only limited to the "government-enterprise" two main analysis framework,did not reveal the different levels of internal enterprises in the innovation process of motivation differences.This paper breaks through the framework of "government-enterprise" in the study of policy effect,and puts it into the main body-the R & D team,and takes the three main functions of "government-enterprise-research" as a breakthrough to explain the effect of innovation policy.This paper takes full account of the information asymmetry between the subjects,through the construction of government-business-research team of the three main body Bayesian game model to study its behavior.Based on the analysis of the behavioral equilibrium,the Monte Carlo simulation is used to carry out the random test on the relevant inference,and the correlation inference is combed and verified by the binary selection model.In order to verify the robustness of the conclusion,this paper validates the relevant logic deduction conclusion by empirical analysis.Taking the wind power industry as an example,through the collection and accounting treatment of the relevant listed companies,the author uses the entropy weight method to obtain the specific comprehensive index,constructs the truncated regression model,the state space model,the binary selection model and the endogenous switching model to verify the hypothesis.The innovation of this paper is as follows:(1)Theoretically,it enriches the influence of macro innovation policy on micro-innovation subject behavior.This paper goes deep into the enterprise research team level,studies the penetration process of the innovation policy in the "government-enterprise-research team" three-level penetration process,deeply discusses the phenomenon of signal distortions in this process,and provides theoretical support for the formulation of innovation policy.(2)Method,in order to verify the robustness of the conclusion,this paper uses the Bayesian game method to deduce the interaction of the three actors,and use the Monte Carlo simulation to verify the game conclusion.(3)In practice,this paper shows that the choice of policy target is the key factor influencing the effectiveness of policy,and the effective incentive of research team is the core to ameliorate efficiency of innovation policy rather than increasing the amount of innovation policy.
