Research On Patent Funding Policy Effectiveness In Jiangsu Province

In recent years,with the implementation of the national innovation-driven development strategy,independent innovation undertaking has reached a new level in China,and the development of intellectual property is gaining momentum.Especially the development of patents has become the primary task of regional economic development.As the province with the highest level of comprehensive development in China,Jiangsu Province attaches great importance to the development of inventions and intellectual property rights.In 2001,it first promulgated the "Patent Provisional Measures for the Management of Special Provincial Patent Funds in Jiangsu Province" for patent support measures,and subsequently issued many kinds of patent measures,have continuously improved and improved the patent funding policy system.The patent funding policy involves the use of funds and the allocation of public resources,and the study of the effectiveness of the patent funding policy is conducive to testing the performance of the patent funding policy,thereby providing a basis for optimizing and adjusting the policy.This article adopts methods such as analytic hierarchy process,collects data by constructing an index system,using questionnaire expert scoring methods,and telephone interviews.The purpose is to study the effectiveness of the patent funding policy in Jiangsu Province and explore the current impact on the effectiveness of the patent funding policy in Jiangsu Province.What are the factors,and then make targeted recommendations.Through research,the author finds that in addition to the improvement of the effectiveness of the patent funding policy of the province,in addition to the need to improve the policy itself,there are also inadequate policy publicity,the need to improve the service consciousness of the implementation subject,the policy environment to be optimized,the lack of reasonable and effective policy evaluation indicators,and the There is a big gap between the development and industrialization and the advanced domestic provinces.Therefore,the article explores the countermeasures and suggestions for improving the effectiveness of the patent funding policy of Jiangsu Province from four aspects: the policy itself,the implementing agency,the target group and the environmental factors.
