A Research On Perfecting Rural Science And Technology Service System In Gaobeidian City

Rural science and technology service system is an important part of promoting the development of rural economy.The scientific and technological advances in rural area to promote the industrialization of agriculture,the process of modernization,thus promoting the overall well-off society.Since People's Republic of China was founded,the rural technology service has been led by a government,and organized by top-down and relatively complete system.However,with the continuous development of the rural economy,especially since 18 th CPC National Congress and the state has paid more attention to modern agriculture,therefore,to establish a more perfect rural science and technology service system,with the development of modern agriculture and rural area to implement seamless docking has become an important part of the construction of new socialist countryside.First of all,the paper describes the connotation and significance of the rural technology service system.And one by one to introduce the elements of the rural service system,that is,the rural education system,the rural scientific research system,rural science and technology promotion system,rural science and technology information service system.This paper mainly uses the theory of science and technology innovation and two-way communication theory as the theoretical basis.This paper investigates status quo of rural science and technology service system in Gaobeidian City,analyzing in such aspects of capital investment,service content,operation mechanism,organization setting and other aspects.We found that the rural science and technology service system exists such problems as unreasonable institutions and personnel lack,lack of financial investment,service content cannot meet the demands of the market and many other issues.Combined with the above theory,the problem is analyzed,and the construction of new rural technology service system in Gaobeidian is proposed.Putting forward to establishing a diversified new rural technology service system which is people-oriented,management system,efficient operating mechanism,efficient,scientific and technological services in place to meet the market demand.Taking the rural science and technology science and technology service system based on the system,the definition of new rural science and technology service system,and as a guide of Gaobeidian city to establish a diversified,adapt to the market demand of rural science and technology service system,on the eighteen the fifth Plenary Session of the 18 th CPC Central Committee,the spirit and the precise poverty requirements are of great practical significance.
