The Research Of Sichuan Agricultural Science And Technology Service System Construction From The Perspective Of Industry Chain

The 14^th“Number One Document”issued by the State Council in 2017 and the“Sichuan Provincial Action Plan”issued by the Sichuan Provincial Government immediately pointed out the deepening of the reform of the agricultural science and technology system,aimed at leading industries and key links,strengthened the original innovation and achievements of agricultural science and technology,and actively promoted the integration of agricultural scientific and technological achievements supporting technology.The agricultural science and technology service system needs to make appropriate adjustments to adapt to the improvement of agricultural science and technology.It is necessary to promote the position of farmers in the industrial chain to shift to the higher value-added end,so that agricultural products can obtain higher added value,thus promoting farmers'income.According to the statistics of the Sichuan Provincial Ministry of Agriculture,in 2017,the contribution rate of Sichuan's agricultural science and technology reached 57.5%,and there is still a big gap compared with developed countries and regions.Therefore,studying how to promote the innovation of the agricultural science and technology system and establish a reasonable and effective service system for agricultural science and technology is of great significance for realizing agricultural modernization.This article used the theory of public goods theory,and adopts the methods of literature research,data retrieval,questionnaire survey,key person information interviewing,qualitative analysis and quantitative analysis to analyzed the agricultural science and technology of Sichuan Province based on the perspective of agricultural industrial chain.According to the status of the service system,we can conclude that currently,the agricultural science and technology service system in Sichuan Province is viewed as a whole.The research,education,and promotion of the agricultural science and technology service system is not sufficiently connected;in terms of the industrial chain,the matching of supply and demand of agricultural science and technology services is insufficient;Pre-and post-production policies for agricultural science and technology services have not been implemented in a comprehensive manner;in terms of production,the quality of farmers and the ability to accept new things have limited the construction of agricultural science and technology service systems;other issues include the management of agricultural science and technology service systems.The system is not perfect,and the investment in the construction of agricultural science and technology service system is insufficient.Factor analysis method is used to determine the factors affecting the construction of agricultural science and technology system in Sichuan Province as capital input factor,external environmental factor and human capital factor.Based on the above analysis,and combined with Sichuan's economic and social development basis,the pre-production and post-production post-production and post-production recommendations for Sichuan's agricultural science and technology service system were proposed.At the same time,government agencies proposed the establishment of a new model of agricultural science and technology services,and established a platform for agricultural science and technology services.Policies and suggestions for improving the operational mechanism of agricultural science and technology service system.
