Research On Performance Auditing Of The Affordable Housing Project

Affordable housing project is an important livelihood project in China,which aims to improve the living conditions of low-income residents in the city,the implementation of the project are of great significance for the protection of people's livelihood and promoting social harmony and stability.With the progress of the construction of urban affordable housing project,the scope of protection is gradually expanding,and the investment is also increasing,which draws more and more attention of the public on the result of this investment,combined with the requirements of comprehensive performance audit proposed by Audit Commission,so,it is an urgent need that audit verifies the performance of the project as an independent third party.In fact,due to the late start of our performance audit,there is inadequate understanding in theoretical study and no practical guide to the operation in practice,which bring audit staff a loss when they introducing conduct performance audits.The paper firstly points out the phenomenon that in the practical work,there are some problems like the lack of performance audit,little attention auditors pay to the performance,and in the theoretical research,the scholars have insufficient knowledge of the performance audit evaluation.Then,the dissertation focuses on distinguishing the following two concepts: the audit evaluation in performance auditing and the performance evaluation in the project management,the existing research on performance audit focuses on the establishment of a comprehensive index system,but the audit evaluation is a process of inductive analysis,indicators are only tools,and the important things is to find and analysis the causes which lead to the differences in performance.In addition,consider of the recommendation function of audit,the ultimate goal of auditing is to improve the performance.This paper aims to establish a standardized framework of performance audit evaluation to expect help auditors understand the performance audit evaluation correctly,but also to standardize and facilitate the job that the evaluation of performance audit.In view of this,this paper analyzes the applicability and feasibility of the logical framework method in the performance audit of affordable housing projects.The vertical direction of the framework is improved,according to the relationship of the input-output of the construction project and the characteristics of housing project Performance Investigation,and the horizontal direction is improved according to theLogicality of audit,highlighting the comparison of the difference between relevant value of quantitative performance indicators and actual value of that.And use the index which exist larger difference as the starting point in the larger value index as the starting point of the risk to analyze the reasons.Pay close attention to the possible link between the different causes in different stages,in order to strengthen the cause analysis and put forward the audit suggestion of high quality.Finally,considering that the task of audit is heavy and audit power is limited,This dissertation attempts to apply the evaluation framework to carry out performance audit evaluation on the basis of the data which obtained from the follow-up auditing.It aims at inspecting the important parts and aspects which affect performance,instead of evaluate the overall performance of the project,and also hope to make a contribution to the research on the integration of the follow-up audit and the performance audit.
