Study On Performance Audit Of Affordable Housing Project In A City

Affordable housing projects as "12th Five-Year" and "13th Five-Year" plan to protect the people's livelihood key national public policy.Since the start of the construction,affordable housing projects has achieved remarkable results.Especially after 2014,the national security efforts in the construction of housing projects has been strengthened,the study of performance audit of affordable housing project in A city has important practical significance.Basing on the background of nationwide follow-up auditing on affordable housing protects,and intends to guarantee our performance on housing projects auditing inquiry.A city combined with the market situation in the allocation of resources,the formation of a stable housing security system,so that China's urban affordable housing coverage more widely.In this process,the country has basically realize the difficulty of the housing problem of families ensure.This paper mainly uses the method of theoretical analysis and case study method.First of all,this paper introduces the theory of performance audit of affordable housing project,from the definition of concept to the three theoretical basis of performance audit,which lays the theoretical foundation for the future performance evaluation of affordable housing project,and then carries on the performance audit of objectives which were described.Then,it introduces the basic situation of performance auditing in A city,and introduces the content and scope,the significance of this plan,the method and division of labor,according to the contents of the audit implementation plan.As well as the evaluation indicators used in the conduct of the audit.And then introduce all the process of audit.Which from the audit preparation,audit implementation,audit report and follow-up audit,and finally draw the conclusions and recommendations.The results show that the security performance audit of housing projects while becoming more and more mature,but there are many problems on the surfaced,such as audit data acquisition are one-sided,audit results value is relatively high,the object is to protect the qualification is not in place.Therefore,in order to solve these problems,this paper puts forward the corresponding solutions,scientific planning,reasonable arrangement of audit resources,improve relevant laws and regulations,improve the quality of auditors and strengthen the construction of audit team.Only by constantly finding problems and solving problems,can we achieve a healthy and long-term development of affordable housing project performance audit.The study of the performance audit of affordable housing projects in A City,on the one hand,can greatly enhance the public participation of A citizens,strengthen the supervision of affordable housing projects and stabilize the housing security system.On the other hand,we can further improve the audit supervision system,speed up the pace of construction of affordable housing projects,deepen the follow-up construction of affordable housing projects and promote social harmony and stability.
