Research On Problems And Countermeasures In Local Government Investment Project Management

In our country,the government investment project plays the important role of steady growth and making structural adjustments,promoting the increase of social investment and improving the production and living conditions of the masses.Since the reform and opening up,the socialist market economy is established gradually,government’s functions have shifted accordingly,government investment accounts for a significant decline in the proportion of total social fixed assets investment,the influence is also getting smaller.Although the influence is getting smaller,that because of its specific public interest attribute,even many projects are related to the national economy,therefore,government investment still occupies an important position in economic and social development.With the development of economy and the transformation of economic system,the traditional mode of government investment project management of local government can not adapt to the needs of the market economy at present stage more and more,the traditional way of management exposed more and more problems,these problems have seriously hindered the government investment project management,also caused a great waste of administrative resources.In the process of specific project management,local government investment has problems like investment decision-making is incomplete,examination and approval work efficiency is low,management behavior is chaotic,lack management behavior in information publication and lack of supervision mechanism.Based on the optimization of local government investment project management as the main line,the government investment project management experience in developed countries like America,Britain and Germany as a reference,this paper gives the specific countermeasures such as improving investment decision-making mechanism,enhancing the working efficiency of the examination and approval work,optimizing the operation and management behavior,standardizing the behavior of information publication and improving the supervision mechanism of the project.In the process of the analysis to the specific countermeasures,this paper mainly discusses the online parallel connection examination and approval in the application of the government investment project,analyzes the differences between the online parallel connection examinationand approval mode and the traditional way of parallel connection examination and approval mode,puts forward the concept that local government should actively explore the application of online parallel connection examination and approval to optimize the behavior of the management in the local government investment project,this paper also combines with practical examples to analyze the operation process of the online parallel connection examination and approval,and gives some suggestions for implementing the online parallel connection examination and approval,this will provide useful experiences and references for local government to optimize the behavior of the management of government investment project.
