Regional Differences,Driving Factors And Optimization Strategies Of The Agri-food Circulation Efficiency

The contradiction between the "small production" and "big market" in the process of agriculture development is still outstanding.The imbalance between supply and demand,price fluctuations and serious circulation loss and other problems lies in the relatively low development level of the circulation industry of agricultural products.The efficiency of agri-food circulation is an important manifestation of the development level of the circulation industry of agri-food.Therefore,improving the circulation efficiency of agri-food is conducive to reducing the circulation losses of agri-food,stabilizing the prices of agri-food,regulating the structure of agri-food and increasing the income of farmers.At present,the low level of organization of the circulation of agri-food,the big demand gap of logistics infrastructure,the structural imbalance of circulation resources,the low level of circulation operation and management,which problems are needed to be regulated to improve the circulation system of agri-food in order to optimize agri-food circulation efficiency.Constructing the input-output index system from the angle of the agri-food wholesale and retail enterprises(market),then measuring the circulation efficiency of agri-food by using super efficiency DEA method in the national,eastern,central and western regions.The circulation of agri-food in the eastern region is in an effective state of comprehensive technical efficiency,while the central and western regions are in the inefficient state of comprehensive technical efficiency,but the comprehensive technical efficiency in the central region is slightly higher than that in the western region.The circulation of agri-food in the eastern and central regions is basically in the effective state of pure technical efficiency,while the central region is in an ineffective state of pure technical efficiency,but its scale efficiency is higher than that of the eastern and western regions.The circulation of agri-food in the eastern,central and western regions is in a inefficient state of scale efficiency.Panel data regression method was used to analyze the influence of various factors on the efficiency of agri-food circulation.The main conclusions include: The level of development of the logistics industry have a significant positive effect on the agri-food circulation efficiency in the western region;The organization level of circulation,the investment in fixed assets of agri-food circulation industry have a significant positive effect on the agri-food circulation efficiency in the central region;The industry scale of agri-food wholesale and retail generates a significant positive relationship with agri-food circulation efficiency both in eastern,central and western regions;The average enterprise sales of agri-food wholesale and retail industry has a significant positive effect on agri-food circulation efficiency both in eastern and western regions;the investment in fixed assets of agri-food circulation industry generates a significant negative impact on agri-food circulation efficiency in eastern region;the number of employees of agri-food circulation industry has a significant negative impact on agri-food circulation efficiency in eastern region.It puts forward the optimization strategy of the agri-food circulation efficiency in the eastern,central and western region of China in three stages: short,medium and long term.The short-term optimization strategy focus on perfecting the organization and function of the agri-food circulation system.The related strategies include: expanding the scale of agri-food wholesale and retail industry in eastern region through the supply chain integration and building some new agri-food trade markets;cultivating a large number of agri-food wholesale and retail enterprises with a high level of popularization and application of circulation technology both in central region;hatching a group of regional wholesale and retail enterprises with strong competence and pay attention to recruit talents and cultivate the professionals of agri-food circulation industry.The medium-term optimization strategy were formed mainly by strengthening the function of agri-food circulation system and improving the operational efficiency of involved major enterprises.The related strategies include: improving the average sales of the agri-food wholesale and retail enterprises through mergers and acquisitions among competitors and management transform in agri-food sellers;Increasing investment in fixed assets of agri-food circulation industry in central region;Promoting the innovation of business form and service,expand the market under service to expand the sales of agri-food in western region.The long-term optimal strategy focus on solving the problems from the regional and industry aspects of ari-food circulation industry.The related strategies include: Optimizing the efficiency of fixed assets investment of ari-food circulation industry in eastern region by encouraging mergers and acquisitions of assets and generating restrictions on building new projects;Leading circulation organization to be legal persons and building stable and diversified supply chains to enhance the organization degree of agri-food circulation industry in central region;Improving the infrastructure construction,building the core logistics network and doing structure adjustment of logistics industry to improve the level of development of the logistics industry in western region.
