The Government Procurement Agreement(GPA)is an international system for regulating government procurement markets under the World Trade Organization(WTO).It is one of the only two multilateral agreements under the WTO that the GPA does not sign in the "package"agreement to be signed at the time of accession to the WTO.The government procurement market exists as a special trade barrier in the context of world economic integration and international trade liberalization.This is because government procurement not only has an important economic position,its policies and measures have always been countries as part of political decision-making,thus becoming the country to achieve economic and social development goals of the tool.Joining the GPA means that the government procurement market will be bound by the GPA and that the government procurement market will be open,that is,countries should abandon the domestic policy tool for government procurement.The greater the degree of government procurement market opening,the greater the right to transfer countries.Therefore,the issues opening of the government procurement market are more controversial.In the trend of trade liberalization,for any country,especially developing countries,will have to face the challenges of government procurement under the GPA.According to GPA2012,there are currently 47 members of the agreement and 29 observers.The majority of its participants are in developed countries and regions,meanwhile few developing countries and regions involved.Based on China's vast government procurement market,GPA participants eager China to join the GPA in recent years,with a view to expanding the international government procurement market and to promote other developing countries to join the GPA.China joined the WTO in 2001,under the pressure of all parties to join the GPA,and by the end of 2007 officially launched the process of joining the GPA negotiations.China's open government procurement market schedule is approaching.Based on the analysis of international government procurement market and the current situation of China's government procurement market,this paper attempts to analyze the impact of government procurement market on the import and export trade of a country under the GPA.Combined with the actual situation of China's government procurement market,it gives some recommendations.
