The Government's Guidance Of Technological Research And Development Of Quanzhou's Local Clothing And Footwear Industry

As one of the traditional superior industries of Quanzhou,textile industry and clothing and footwear industries are both one of the five-pillar industries and China's major manufacturing industries.With the implementation of the Trans-Pacific Partnership Agreement,the gap between the city's textile and apparel industries and domestic and foreign counterparts has become increasingly evident,especially inadequate investment in research and development in technology,high-end professional talents,textile production,such as poor management and weak brands.Presently,labor-intensive and low-cost manufacturing base have been gradually moved to Southeast Asia,Africa and other less developed countries and regions.Europe,the United States,Japan and other developed countries are strengthening research and development and production of high-tech application,creating the intelligent equipment,monopoly of the global high-tech textile,clothing and footwear technology.In this critical situation,the strong enterprises in Quanzhou should lay stress on the innovation and development of independent brands.More importantly,during the course of motivation to the transformation and upgrading of the industry,timely introduction of policy is supposed to be carried out by Quanzhou local government,to actively promote the development of technology,design talents' international exchange.In addition to supporting the industry to advance towards the world level,the policy also aims to improve international competitiveness of textile and clothing and footwear industry enterprises in our city.Using the methods of literature analysis,interview and case studies,etc.,this article makes a survey of the guidance to transform and upgrade the clothing and footwaear industry by Quanzhou local government.Problems and reasons are analyzed according to the material and results of the survey.A series of countermeasures are put forwards,such as strengthening system and commercial mode innovation,introducing high-end talents,technological transformation and surmounting technical difficulties and so forth.I hope that the study of this subject will provide a reference for relevant governments.In addition,it can provide ideas for its continuous development in clothing and footwear industry.
