Research On Pattern Of Fishery Insurance Development In Sansha,Hainan

Fishery is an important part of national agriculture,aquatic products export has always been one of the largest amount of agricultural products exports.At the same time,fishery is recognized as a high-risk industry around the world.For a long time,the conflicts between the high investment,high risk and low insurance coverage of fishery industry are becoming more acute,which seriously affects the sustainable development for fishery economy,and the stability of fishing area.Fishery insurance plays 'an important role in dispersing the risk of fishery,filling the loss of fishermen,and ensuring the safety of fishery production.Sansha,which located in the South China Sea,has many fishermen engaged in fishery production activities.In addition,Sansha has geographically special position,and prominent strategic significance.Thus,deeply research of the pattern for development of Sansha fishery insurance system is necessary and meaningful.Based on insurance function theory,disaster risk management theory and public product theory,various risks in fishery development in Sansha such as natural disasters,environmental risk,resource risk,accident,the South China Sea dispute are systematically analyzed.Then put forward three objectives of fishery insurance:the protection of fishermen's rights and interests,promote resource development,declared national sovereignty.The typical development theories and practical experiences of several foreign countries and domestic cities are studied.Based on which,fishery insurance development model for Sansha is proposed according to local conditions,which is,consider policy-based fishery insurance as foundation,development of mutual aid insurance as priority,and fishery insurance operated by commercial insurance companies as supplement.This pattern of development can play a role in maintaining the harmony and stability of the society in the fishing village of Sansha,promoting the sustained and stable development of the fishery economy and declaring the national sovereignty.At the same time corresponding policy recommendations are put forward:build fishery insurance laws and regulations,enhance fiscal and monetary policy support,and set up fishery catastrophic risk fund,promoting stable development of Sansha fishery economy and overall economy.Last but not least,making a contribution for the country's long-term stability and building a moderately prosperous society.
