| As China's political and economic development,livelihood issues have increasingly become one of the important issues concerned about our government and social.As athletes,this special group,they not only concerned about winning glory for their countries,but also should be even more concerned the movement disability over their ultra-long-term physical training limit,loss of knowledge and a series of employment protection after they retired.This article start with the sports disability which is the most prominent issue about athletes' protection,in order to better address the athletes' worries,but also for the most important role in the development of China's sports insurance——athletes' insurance, provide practical and theoretical basis.At the same time,China's top athletes disabled mutual assistance insurance has been implemented for many years,in order to adapt the new situation and new environmental requirements,it is necessary to improve inadequate and make recommendations and the specific improvement measures for future development proposals.In this paper,use of literature,comparative studies,mathematical statistics and so on,analysis the insurance on the status of athletes in China and analysis foreign athletes' insurance then make an elaborate focus on the origin of the mutual assistance and the implementation process and the results achieved by the China's existing elite athlete disability insurance,Analysis summary from the effects of their different perspectives,the last,make the new ideas and concrete measures about the future of the insurance' s development,the paper' s conclusions and recommendations are as follows:1,The comparative analysis between China' s athletes insurance and foreign athletes' insurance,the gap of china' s is obvious,there are so many problem such as the late start,the small coverage,the low level' s protection,the less kind,there are not real sports' commercial insurance for athletes.At present,the athlete disability insurance is mutual insurance.2,China's athletes disabled mutual insurance is not for profit,are different from the commercial insurance,which embodies the characteristics of the governments' concern.It has a more mature operation process;the insurance covers the whole of elite athletes, the number of beneficiaries,to protect almost all kinds of the sport,low-premium,and claims faster,easier procedures.3,the disability mutual assistance insurance is creative and needs China's sports undertakings in the new historical period.And its influence has been verified on athletes in personal,social and sports history.4,Disability mutual assistance insurance are the main problems:a single source of insurance funds,premiums are too low level of disability standards and benchmarks to determine level of disability need to be amended to update,non-Olympic events have not included the lack of supervision and management procedures,fewer publicity, a lack of social awareness and so on.5,The special status of the future development about the disability mutual assistance insurance due to the impact of occupational diseases,lack of social security,weak commercial insurance factors, it will continue to exist and develop.6,The countermeasures of disability mutual assistance insurance in the future need legislation and policies to support to full the insurance fund.Add it into the "Sports Law",the Beijing Olympic Games.the savings fund,the community chest of sports lottery tickets,establish sports associations and the provincial and municipal sports administration insurance fund.At the same time, modified to take management;The establishment of branches of insurance;increase in non-Olympic events of the insured;step up publicity;the progressive realization of the network management measures. 7,Proposal to establish a database for the disabled athletes,the athletes into the national occupational standards for work-related injuries,positive media coverage for the disabled athletes protection,business protection for athletes tailored insurance products. |
