Research On Influences Of Funding Source On Standard Setting

After the Reform and Opening,China's standardization developed rapidly:the standard system was built initially and its scope of use,with the great increase of quality,continually expands.Therefore,the international influence of China improved significantly and the people's awareness of the standardization enhanced.Standards-setting organization,as the most important revision of standards organization,contributes to standardizing the market,promoting technological progress,upgrading industrial and the developing the new industries.Hence,the standards-setting organization is beneficial to stimulate the growth of economy and the increase of competitiveness.However,China's national standard-setting bodies faced the lack of funding,the low efficiency of standard-setting and the fact that standard-setting is easily dominated by the large companies.Based on the listed truth,this paper will discuss how the sources of funding affects the standard-setting process.This article will review the game model by which the explanation of the funding influencing the standard-setting process will be pointed out,specifically on the scope of the standard quality and standard time.In content,this author firstly states the research background,the positive effect of research and the structure of content;Secondly,author summary the knowledge referring to the previous research in this world;Next,by reviewing the 2011-2014 years' national standards bodies and 2006-2015 Years' data of the regional and international organization for Standardization of panel,author does the case analysis.The conclusions are:1.The government subsidies has negative influence on the efficiency of the Organization's standard-setting while the funding got from selling standards and support relative services has positive influence on the output of the standards.2.For national standardizing bodies of the Government,its share of government subsidies has little relationship with the standard output while the standard output is a reverse relationship with the proportion of funds.However,in both the non-government and the national standardizing bodies,the rate of membership fee and the standard output showed a positive correlation.3.To the regional,international organization for Standardization,membership fees have no significant impact on the regional and international standard organization's outputs whereas the funds generated from the sales of its standard output has a positive effect.To conclude,the author states two proposals:firstly,for China's national standards body,increasing the national special funds and establishing the standards of service as the return of an important source of funding mechanisms would contribute to ensuring the smooth implementation of the national standards project and fulfilling the requirements of companies and markets.Secondly,for our civil standards organization,specific standards of the membership structure and fee need to be decided to improve the proportion of income,which can also optimize the structure of funding and finally leads to more competitive standards.
