The Feasibility Research On Urban Rail Transit Investment And Financing PPP Mode

With the rapid development of urbanization in China,the demand for urban traffic has increased greatly,which has led to a series of social problems such as traffic congestion and traffic accidents and serious environmental pollution.And urban rail transit is the inevitable choice to solve the problem of urban public transport.Because of its huge investment,the characteristics of profitability,and thus the world's rail transit construction is generally faced with the construction of shortages of funds and operational losses of the two major problems,into the peak of rail transit construction of our country is also facing such two problems.It is of great practical and theoretical significance to study how to establish a reasonable mode of urban rail transit investment and financing to solve the problem of shortage of urban rail transit funds and operational losses,so as to effectively solve the problem of urban public through different PPP modes.Based on the theoretical research on the investment and financing of urban rail transit,this thesis discusses the quasi-public property attributes,economic characteristics and investment and financing characteristics of rail transit by using the theories of economics and transportation economics.According to the principle of combining theory with practice,this thesis analyzes and compares the implementation of investment and financing modes of major urban rail transit in China and abroad,and summarizes the foreign cities such as Singapore,London and Tokyo,and the relatively mature foreign cities and Hong Kong Regional experience,summed up China's Beijing,Shanghai and other cities in the development of market-oriented rail transit investment and financing model.This thesis analyzes the investment and financing risk of urban rail transit,and analyzes the existing problems of investment and financing risks from the aspects of policy,economy,law,completion and operation.The thesis analyzes and evaluates the problems from the specific data,so how to effectively integrate the project funds of urban rail transit has become an important problem to be solved urgently.This thesis will focus on the urban rail transit investment and financing model to discuss.
