Port is an important node of international transportation. In recent years, the port construction in China has developed rapidly, and the space of customers' choice has increased, and the demand for service quality has gradually increased. How to make full use of existing resources to provide higher level services for shippers is the new challenge faced by Dalian port oil terminal.Berth is the scarce resource in the dock.Scientific and reasonable berth scheduling can shorten the time of the tanker in port, improve the service quality and customer satisfaction, and enhance the competitiveness of the wharf, which is very important for the crude oil terminal.Improving the quality of service is inseparable from a set of scientific customer management system. The pier generally designs the ship scheduling scheme with the experience. This paper considers the loading quantity, order quantity. In this paper,multi-attribute fuzzy decision method is used to solve the weight of the priority service, the service priority is included as the influencing factor into the berth scheduling model. This paper first introduces the characteristics of the oil wharf, the facilities and equipment, the operation process of berth scheduling. Then, taking Dalian Port as an example, the influencing factors of berth scheduling in Dalian Port oil terminal are analyzed, and Dalian Port to evaluate the tanker service priority, the service priority weights of different ships,to find out the problems existing in Dalian Port and in the berth scheduling. Finally, the model is established, and the optimized berth scheduling scheme is obtained by using LINGO software and data.Compared with the original scheme, the validity of the model is proved.
