With the rapid development of economy, China's demand for crude oil is growing. In 2006, import crude oil reached 145,180,000 tons, second only to the United States and Japan to become the third largest crude oil importer. Such a large-scale import of crude oil needs marine transport. In order to reduce the transportation cost, it is necessary to use large tanker carriers and large-scale ports and terminal facilities to complete discharge and transfer tasks. The national strategic oil reserve base settled in Dalian, and Liaoning province advanced the strategy of establishing the international shipping center surround Liaodong peninsula port agglomerations. Based on comprehensive evaluation of Dalian crude oil terminal, the rational distribution of the port, effective use of shoreline resources and the overall planning of crude oil port terminals, strives to promote resource integration of the region and outside the port, the port resource allocation more scientific, and the shoreline resources more reasonable. Avoid the repeat construction of terminals and berths, prevent the serious oversupply of the crude oil terminal, give attention to protection of the ecological environment, and lay the theoretic foundation for the healthy and orderly development of crude oil terminals.In this paper, based on the status of various aspects to analysis and forecast, use model verification method to evaluate Dalian crude oil terminal. First of all, through the analysis of the world and China's crude oil supply and demand situation, as well as the conditions of world's major oil loading and discharging ports, forecast main ship types of China's crude oil import to provide external impact factors for evaluation of Dalian crude oil terminal. Secondly, through the status analysis of Dalian crude oil terminal, evaluate it comprehensively by using of project feasibility analysis model and then obtained the result that Dalian crude oil terminal belongs to "good" rating. Finally, evaluate the existing crude oil terminals of Dalian port, point out the current opportunities and challenges, as well as its own advantages and disadvantages, and propose the construction direction, the development and cooperation between ports, and suggestions of how to enhance the functions of the port.
