Improvement Research On “the Three Public Expenses” Budget Management Of JN City

Government's "the three public expenses" management issues are a matter of great concern,and "the three public expenses" waste problems are widely criticized.Unreasonable eating and drinking public funds,the official vehicle consumption,public expenses for tourism,not only caused a large number of consumption and waste of public resources,but also breeds corruption.This is one of the current problems to be solved in the field of public administration.On December 4,2012,the "Eight Rules" adopted by the meeting of the political bureau of the CPC central committee;On December 25,2013,Hunan provincial party committee issued "Nine Rules".The " Eight Rules " and the "Nine Rules" about "simplified reception","Specification access" and " Persist in thrift ”has become a new slogan,people rushed to discussions,strong reactions,received the support of the masses of the people,not only to maintain the image of the party and the government,but also in the new situation of the new government put forward new requirements.In order to respond to the call of the central committee and the provincial committee of the CPC,JN city,in line with its own conditions,has released documents about several regulations on improving the Work Style of Leading Cadres.All the Administrative departments adhere to austerity,oppose extravagance and waste,and resolutely resist the bad habit of consumption.In recent years,the expenditure of "the three public expenses" has fallen sharply.But there are still some deep-rooted problems,such as the hidden cost of "the three publics" rise,quota standards system is imperfect,lack of supervision mechanism,etc.,how to further standardize the cost of "the three publics" budget management of JN city,is facing an important issue.This paper analyzes the current situation of "the three public expenses" management in JN city through a large number of data analyses.By comparing analysis of budgeting,approval,implementation and final accounts of each phase of the budget management problems and specific to the reflection of "the three publics fees" management,find out it's the defects of the management of local government and the fault line,and to regulate the government departments at the corresponding level of JN city "the three publics fees" budget management problems put forward concrete countermeasures and suggestions.
