Yangzhou Inspection And Quarantine C-RAPEX Business Process Management Research

With China's entry into the WTO,its foreign trade economy obtained very fast development.The specie,quantity and amount of import and export goods are increasing,but the quality safety of industrial products becomes a big problem,special attention needs be paid to.In order to strengthen the supervision of the quality safety risk of the import and export industrial products in China,by using the method of risk management,the inspection and quarantine institution has established the Chinese C-RAPEX system in 2013,drawing on the practice of the EU's RAPEX system.After several years of development,the current business process has exposed many problems.Meanwhile it is difficult to adapt to the rapid economic development and the requirement of building a service-oriented government.So the business process management is imperative in order to enhance the inspection and quarantine work,improve the public satisfaction,solve the contradictions between growing volume of business and management resources shortage.This paper takes a research by using the method of theories research,case study and comparative research.Firstly,the paper analyzes the background and significance of this research,puts forward the thought for studying and chapter arrangement.Secondly,it introduces the basic concepts of business process management and risk management,provides the theoretical foundation of the research.Thirdly,through comparative analysis of the current situation of European Union's RAPEX and China's C-RAPEX business process,we have gained some experience.Fourthly,taking Yangzhou as example,it implements process reengineering of C-RAPEX with customer oriented and improving the work efficiency as the goal.Finally,summarizes the research conclusion of this paper as follow,the inspection and quarantine institution's implement of the C-RAPEX business process management is necessary,C-RAPEX business process management should undertake local optimization,rather than completely overturn the redesign,should adhere to the customer as the guide,in order to improve the efficiency as the goal,etc.Because of the short running time of the C-RAPEX business process,the research on this problem is still very few,so the research object in this paper has some new ideas.Based on the study of this specialized business process,it is of practical significance for the re-engineering of other business processes of inspection and quarantine,as well as the business process reengineering of other government departments.
