Research On Taxation Policy Of Agricultural Industrialization In Modern Plateau Characteristics

The agricultural model represents the level of productive forces,and the advanced agricultural model can solve and develop the social productive forces to the utmost extent.The establishment of advanced agricultural model needs scientific and efficient tax policy to support and guide.With the continuous development of social economy,tax policy tends to reduce the tax burden,encourage the development of agricultural industrialization direction,update,adjust and improve,and play a positive role in the development of agricultural industrialization.But in general,the existing agriculture related tax policy is still imperfect,especially in the support scope,intensity,effect and other aspects,and the plateau characteristic agricultural industrialization development is not coordinated,hindered the development of agricultural industrialization.It is an essential strategic decision made by the Yunnan provincial government to develop modern plateau-characteristic agriculture as part of an effort to upgrade the agriculture in Yunnan Province.Yuanmou County Agricultural Development Demonstration County of typical plateau characteristics,is the main production base of the winter and spring season vegetables and vegetables from south to north base,the existing problems in the development process of the outstanding representative.Yuanmou agricultural development,especially the development of vegetable industry,has been to the fresh market,processing industry chain,the deep processing rate is low,low value-added agricultural products,economic growth has been in the stage of extensive growth.Agriculture tax policy is not unified and not into system,discount is too narrow,unscientific policy design,and problems in the implementation process there are still all kinds of hinders the development of agricultural industrialization in fetters.Only fundamentally,how to solve the problem of tax policy,in order to realize the benign cycle of agricultural production and farmers' income,agricultural enterprises,in order to realize the industrialization of agriculture.By analyzing the tax-related problems in the industrialization of modern plateau-characteristic agriculture of Yuanmou County and reasons for these problems,this paper gives concrete solutions and suggestions such as improving tax policies,strengthening tax administration and optimizing tax services.In doing so,this paper attempts to solve the tax-related problems in the industrialization process of plateau-characteristic agriculture in Yuanmou County.Furthermore,it hopes to offersome references in tax policy optimization for the plateau-characteristic agriculture in Yunnan Province,as well as for the agricultural modernization in China.
