With the rapid development of industrial economy,the development of environmental problems gradually become the focus of the most important,today,the situation of environmental pollution is becoming increasingly serious,environmental pollution caused by disputes occur repeatedly,which hindered the sustainable development of social economy.In May 2017,the ministry,the ministry of foreign affairs,the national development and reform commission,the ministry of commerce jointly issued guidance on promoting green "The Belt And Road"construction,and the green supply chain management mechanism,both from its own attribute and the future development,will be the most powerful implementation tool of the green "The Belt And Road" policy.This bottom-up mechanism of supply chain management essence is through some large enterprise management level and environmental awareness higher automatic spontaneously to other enterprises in the supply chain for environmental monitoring,environmental education,etc.,to encourage more businesses and more social organizations to join the environmental monitoring work of the government,environmental regulatory pressure to reduce the government at the same time,also makes the government from supervision and regulation and functional departments of administrative review to better serve enterprises and promote more social participation.In recent years,this kind of environmental supply chain management strategy has been well practiced at home and abroad,and its effect is very good.At home and abroad more and more government regulations,as well as some environmental non-governmental organizations began to implement the green supply chain strategy,based on some of the supply chain has a certain influence of large brand manufacturers of a certain pressure,to promote brands increase for upstream suppliers of environmental regulation,so as to promote the environmental protection level of the product,implement green management.Apple,for example,over the years,the company for environmental NGO and consumers about the upstream suppliers of environmental violations accused negative response,begin from 2013,the company actively response,in China the upstream suppliers are required to use all products do not contain PVC cable,and take the initiative to assume the rising cost of the resulting environmental protection,its suppliers under the move began to pay attention to improve the green level of spare parts,it's from the source to eliminate the manufacture,use and scrap produced in the process of the dangers of toxic and harmful substances.This is a small step for environmental NGO to effectively implement the green supply chain strategy,but it is a big step in China's effective implementation of the environmental supply chain management mechanism.But for most of China's manufacturers,implementing effective environmental cooperation is not easy and there are many constraints.On the one hand,environmental cooperation requires a certain amount of capital investment and technical strength,while many producers are short of capital and technology.On the other hand,the overall consumption preference of Chinese consumers is still low,and the implementation of environmental production does not necessarily win market dominance.And,as a kind of public resources,the environment has strong externality,great achievements have been made if just rely on the market hard to,as a result,the government must formulate some policies to promote the further development of green industry chain,normally there are two kinds of policy"turnip"(subsidies,tax breaks and government purchase incentives such as priority)and the "big stick"(fine,rectification within a time limit,punishment measures such as closing).Because at present our country there are a large number of suppliers of components on the market needs to improve environmental protection level,so at the beginning of the similar project to promote environmental protection,mainly based on government subsidies("turnip").Mode of government subsidies is varied,according to different main of subsidy object can be divided into two kinds,one is direct government subsidies for brand manufacturers products,the other is direct government subsidies for environmental protection into upstream suppliers.The former refers to the government's environmental protection product of brand manufacturers to production subsidies,incentives and constraints brands in improving their production products of environmental protection at the same time,the level of environmental components of upstream suppliers offer certain subsidy,the price of the incentive and constraint by brands upstream suppliers for parts with higher environmental protection levels to meet consumer demand,if the upstream suppliers after the R&D funds raised environmental effect,the brands will not give subsidies,it also can motivate the upstream suppliers are engaged in research and development of environmental protection.The latter refers to the government subsidies on supplier environmental protection R&D stage,no matter whether environmental protection research and development success eventually supplier,it is conducive to a better incentive upstream suppliers actively started environmental protection research and development projects,efforts to develop with higher environmental protection performance of parts.This thesis on the topic of the research background and research significance has carried on the simple introduction,puts forward the research ideas and research framework of this paper,and research methods and innovation points of this thesis are expounded,then the second part from the government's environmental protection drive of producer and buyer power two perspective,analyzing the related literature at home and abroad and in this thesis.The third part of this paper and the fourth part is the core section of this article,on the basis of game theory and buyer power hypothesis,established between the government,the upstream manufacturers and suppliers of two-phase game model.At the first stage,the upstream supplier decides the level of environmental innovation.At the second stage,brand manufacturers and upstream suppliers determine the price of their respective products.Comprehensive consideration of government subsidy pattern,the buyer power,consumers preference of environmental protection,environmental protection research and development level and other factors,the study brand manufacturers,manufacturers and the game problem between upstream suppliers,through the analysis of government subsidies in the two different mode of each parameter change on the price,quantity,profit,consumer surplus and social welfare level,the impact of government subsidy policy for the future,and brand manufacturers to provide some reference for environmental protection strategies.
