With the gradual reform of the electric power system and the rapid development of the market economy,the electric power industry in China has developed to a vigorous stage.Especially in recent years,with the accelerated process of urbanization,the rapid development of China's construction industry has led to the booming of power industry,and the increased demand for electricity.The long construction period,high risk,poor working conditions and other factors are usually shortcomings of power supply construction project,additionally,low overall quality of most staff and various technical problems in the construction,has made the power supply into a high risk industry.Nowadays,in the case of frequent power accidents,how to ensure the safety of construction personnel and minimize the accident rate have become a difficult problem for enterprises and the focus of scholars.Power supply project construction is an important part of power production,featuring both the construction industry and the power industry,therefore,it is more difficult in the safety risk management.Risk is the common non subjective things,which can not be eliminated totally to a great extent,so corresponding management tools and measures must be taken to reduce the rate of accidents to the maximum extent,and curb potential accident.The eye-catching Wanda Plaza Project of Jinzhou Power Supply Company,which features multiple items,wide range,long construction period and great hidden risks,has brought some challenges to security management for construction personnel.Therefore,according to the research,taking the Wanda Plaza Project as the research object,studying the status quo at home and abroad,and using literature retrieval method,empirical research and case analysis,combining with the modern risk management theory and the current status of management of Jinzhou Power Supply Company,and on the basis of Wanda Plaza construction safety management,the author establishes safety management system and the corresponding specific technical support,standardizes the operation process of workers,understands the power supply construction safety management system and measures,studies the construction safety management of power supply system,analyzes its safety operation mechanism,develop a identification manual of risk sources,and makes emergency plans,so as to provide reference and help for the safety management of power project construction in the future and the controllability and low frequency of safety problems,as well as bring inspiration to other industries with similar situations.The author believes that,in the construction of power supply project,safety goes first,and speed and benefit second.Putting too much emphasis on speed and efficiency equals to concentrating on trifles and neglecting essentials.The management process of power industry construction is complex,with high risk and high safety accident rate,therefore,the construction unit must put safety in the first place.The economic benefit should be based on the safety of personnel.As the researcher of safety management in power construction project,strengthening the construction safety management of power industry,and maximizing the safety of work,should be the things that we pay most attention to.Construction safety management should be based on safety and start from the human beings.On the basis of construction safety,no damage to human life and no delay in work process,should be the original intention and expectation of every safety management researcher.
