Mine Safety Accident Caused Due To Factors Of Economics And Risk Management Methods

The quick development of China's economy causes the fast development of energy industry. China's energy production and consumption have increased more since 2005 and they took the second position in the world In 2005. While the GDP growth rate remaining high, many problems burst out in the energy industry, and energy resource has been the choke point of the development of economy. This paper induces seven problems that China's energy faces through analyzing the data from BP: 2005 Global Energy Report and 2004 Global Energy Report and comparing the condition of China's energy with the global and America. Those are: 1.Energy panic; 2.The whole reserves are large while the reserve per capita is little; 3.The saying that"menace of China's energy"; 4.The utilizing of energy is inefficient, and the supply of energy is not enough; 5.The consumption per capita is low, and the elasticity coefficient of energe consumption to GDP is big; 6.The energy structure that coal is the majority will remain in a long time; 7.Serious safety problems exist in the production of coal.As the majority in China's energy structure, the production of coal plays an important role in the development of economy. Many problems have born during the coal production, the most serious one is the accidents of coal mines. Safety condition has catched many eyes of people from global and news reporters. This has great effect on the development of china economy and the constructuon of modern society, and it has a bad impact on China's international status and provides some western countries excuse to assault China about"Human rights", many countries announce they refuse"Blooded coal".Although the safety problem of coal mines has drawn great attention today, the research work begins only in recent one or two years. Many management theories about accidents'risk have been brought out abroad, some have been applied in coal enterprises in China. But Chinese coal mine conditions are very different, those theories should be modified to fit China coal mine conditions. This paper begins with the study about the condition of China's coal industry, and it focuses on the accidents. First this paper deeply discusses the technology mechanism of safety accidents to find out the true causes of the accidents. It also explains thesse causes from the view of economics and put forward the basic principles and methods to solve the problem of China's energy and establish China's characteristic system to ensure work safety. Analysis of the work safety of China's mines from the system aspects. For a long period, the price and cost account system is the true cause of accident. Despite the theory, the true cause of the accidents is the unmaturity of the system of work safety, so rules are not obeyed and laws are not implemented. This paper begins from the point of mines production, sums up the mechanism of accidents—the collision of fountain of danger and arousing elements, divides these elements into two groups—subjective and objective, these elements are: exceeding capacity, human resources, small mines, and so on, this provides proofs for the following analysis with the methods of macroeconomics , institutional economics, and behavior economics.2. This paper tries to analyze the related elements with the models of economic production. At first, according to the analysis that the energy resource is limited and scarce, I modify economic increasing model of New Classic Economics. Then with the reference of Solow's model, I put forward a mine production model, discuss the influence of producing exceeding capacity and the absence of capital on safety. With the human resource model of New Classic Economics and the learn-from-work model, I also analyze the importance of human resource and training. The lack of skillful human resource blocks the development of mine. And under study with the behavior and psychology of managers and workers, finding that the gamble mind loosens the safety work, thus the safety system can not work well. At last, this paper puts forward an influencing elements model that can explain the number of accidents. The influencing elements are work condition, quantity of workers, working hours, and the number of mines.3. On the foundation of macroeconomic analysis, this paper deepens the research to analyzes from the point of institutional economics , and suggests that the limitation of price accounting system and cost accounting system is the basic cause of accidents.4. The paper puts forward an easy-operated method for safety risk management. This method is derived from the combination of the basic safety risk management theory and the work safety systems of Australia Coal Mines Bureau and China Shenhua Energy Company Limited. Safety should be managed in long run in view of the general circumstance in China an effective system is the best, minimize the risk of accident, all the work should be done from the beginning of daily work.
