The Impact Of "Section 337" On The Export Of Steel Products In China And Its Countermeasures

The iron and steel industry is related to the lifeblood of the national economy,and its every move is the focus of the government and the iron and Steel Industry Association.The liberalization of trade and the globalization of economy have promoted the economic and trade cooperation among various countries,and trade has been frequent.However,all countries will take their interests first and pursue economic growth.Therefore,there will inevitably be friction in the steel trade.The United States is an important trading partner of our country,the new American president Trump came to power,his trade policy toward Sino US trade relations,Trump took office after the respected trade protectionism,to accelerate the Chinese steel products initiated trade remedy investigation process,restrictions on steel imports,in an attempt to revitalize the country's flagging steel industry.In April 2016,40 iron and steel enterprises in China(including Baoshan Iron and Steel Company)were subjected to the "Section 337" in the United States,accusing the existence of unfair competition such as carbon steel and other steel products.This is the first time in the United States to launch a "Section 337" on China's steel products.Firstly,this paper introduces China's steel products export situation and characteristics of the United States "Section 337",introduce the whole process of the United States,"Section337" of China's iron and steel exports to the U.S.market situation are introduced in this paper,summarized the main features of China's iron and steel products for the first time experience337 investigation of the case;then the reasons for the China steel products by the United States "337 investigation" from the United States and China in two aspects of the study,including the United States trade protectionism policy prevailed and a strong political color and China's steel production is not high,the awareness of intellectual property protection and other reasons.After analysis,to deal with the United States "Section 337" put forward the corresponding countermeasures and suggestions to pave the way for the next article on China steel products;the United States suffered "Section 337" A comprehensive analysis of the influence,explores from the macro and micro levels of two,"Section 337" brought negative effects to China's iron and steel industry,but from another level of understanding of the "Section 337" has some positive effects,and promote the integration of China's iron and steel industry.Using therepeated game model to prove that the United States "Section 337" in the long term is not a wise move,trade protectionism hinders economic development;finally,summarize the successful experience of Chinese iron and steel enterprises dealing with the "Section 337" for the future,how to deal with similar cases and put forward countermeasures and suggestions.From the three levels of the government,the iron and Steel Industry Association and the enterprise,the strategy system of China's iron and steel enterprises to deal with the "Section337" in the United States is constructed.
