In 16 th national congress,the Communist Party of China puts forward the strategy of developing urban and rural areas as a whole;CPC Secretary General-Xi puts forward the concept of "Sharing" as his governing idea in running the government;In 2014,the state council introduce policies to integrate new rural insurance and urban insurance;In October 2014,the government organizations and institutions implementation the reform of endowment insurance system.All come to the conclusion that develops urban and rural areas as a whole is the inevitable trend,and it is also the ultimate goal of China's old-age security system construction.To balance the development of urban and rural areas in social security system still has long way to go and urban and rural public services equalization target also needs gradual implementation.In the process of achieving this goal,Changshu works as one of the comprehensive pilot counties of the balance development of urban and rural area in Jiangsu province,and it also ranks the top in the social security system construction of connecting urban and rural areas together with its own innovative reforming characteristics and experience.This essay studies the establishment of Changshu urban and rural old-age coordinate social security system,doing analysis in the development course of Changshu old-age security system,especially in rural endowment insurance with Changshu characteristics,which concludes the development of this system and the system transition towards urban endowment insurance.From which shows the characteristics,experience and results of Changshu urban and rural old-age coordinate social security system construction.On this basis,this essay finds similarities from individualities,analyzing the present situation and the existing problems we faced in the process of the old-age social security system construction in urban and rural areas,and discusses how to put forward the corresponding countermeasures and suggestions tosolve these problems.
