| The report of the 19th national congress of the communist party of China(CPC)put forward that "efforts should be made to build a beautiful China and realize the sustainable development of the Chinese nation,and to focus on rural areas in the development of national infrastructure and social programs".Beautiful China should not only have the beauty of the city,also should have the beauty of the country.Beautiful rural construction are the basis and premise of beautiful China construction.And in the new age,beautiful rural construction are the concrete practice and extension in China’s new socialist countryside construction.Luojian District government made a five-year Action Plan which aims at building a city with beautiful village,beautiful environment,safe society and people with happy life.Depending on this,it is very popular that building a beautiful city in Luojiang.This paper takes Luojiang District Government’s beautiful rural construction as the research object,summarizes and analyzes the object,practice and type of beautiful rural construction,and the achievements on the rural infrastructure construction,environment improvement,ecology protection,agricultural and farmer income growth,social administration and ecology protection during 2012-2016.This paper chooses top ten beautiful countryside of Quanzhou City--Xingao Village and Meiling Village of Luojiang District as the typical cases to analyze and experience.Through the field investigation to the countryside,the questionnaire survey to the farmers and the in-depth interviews to the beautiful rural construction executors,this paper argues that in the process of beautiful rural construction in Luojiang District,there are still some problems,such as insufficient supply of construction funds,lack of scientific and effective planning,more governmental dominance and less farmers’ participation,heavier hardware construction and lighter software construction and the shortage of human resources.On the basis of previous research results and under the guidance of basic theories,including new rural construction,sustainable development,economic ecology and the native planning,this paper makes suggestions on five aspects.The first is to invest construction fund from multiple channels.The second is to work out scientific construction plan.The third is to strengthen democratic construction and improve farmers’ participation.The forth is to improve construction connotation internally and externally.The fifth is to build talent group.Hope these suggestions can promote the further development and sustainable development of the new beautiful rural construction in Luojiang District,and provide reference for the beautiful rural construction in other similar areas. |
