The prosperity of knowledge network economy has made the division of labor in developed countries continue to deepen along the value chain,in which production efficiency has also gradually improved, and at the same time our country whose economic development have got into "new normal" is just trying to "seek" a new growth point through industrial transformation and upgrading. So,whether the value chain specialization can be one of the "power sources" in the industrial transformation and upgrading of our country? With this question, and on the basis of literature studying, for one thing this paper makes a series of mechanism derivation about how the value chain specialization to promote the industrial transformation and upgrading;and for another thing, through collecting a large number of related data from domestic and foreign, and with the help of the corresponding econometric model, this paper gives a more comprehensive empirical tests about how the value chain specialization affect our country's industrial transformation and upgrading.Although economists in the academic circles at home and abroad have already done researches in many aspects on the value chain specialization and industrial transformation and upgrading respectively, and have achieved many important results, but less people analyzed the value chain specialization with the industrial transformation and upgrading together directly, further more, people who have made some systematically studies on how the value chain specialization to influence the industrial transformation and upgrading of our country is relatively less.In view of this,a more comprehensive and detailed study of the value chain specialization has important significance to the impact of China's industrial transformation and upgrading. From the theoretical analysis, the deepening of the value chain specialization can accelerate the technological progress, and technological progress can bring about increasing returns on the one hand;on the other hand,it can promote the value chain cross, which can cause the production of the network, and the network production can lead to network effect, which will drive the increasing returns, meaning that the deepening of the value chain specialization will enable an economy to achieve sustained and stable increasing returns, and to complete the transformation and upgrading of the industry ultimately. The above conclusions can also be verified in practice.Empirical analysis based on the panel data of 31 provinces(municipalities)in China from 1995 to 2012 shows that: although there are differences in different regions, the degree of the value chain specialization and the industrial transformation and upgrading of China has a significant positive correlation in general, which indicates that the deepening of the value chain specialization really can promote the transformation and upgrading of China's industry. The final study results in this paper show that generally the deepening of the value chain specialization can indeed promote the industrial transformation and upgrading in our country significantly, but some differences still exist between different regions and different indexes, and the main reason may lie in the fact that there are still large differences about the development of the industries and the stock of the knowledge in different regions.Hence,it is necessary to take the initiative to guide the eastern region in seeking the rise of value chain actively based on the deepening of the value chain specialization, the central region in deepening the value chain specialization synchronously based on accelerating the absorption of related technologies, the western region in driving to carry out the value chain specialization based on cultivating dynamic comparative advantage forwardly in China.
