Research On The Operation Mechanism Of PPP Financing Mode In New Urbanization

China's "13th Five-Year" plan clearly points out that we should further promote the new urbanization construction,and promote the integration of urban and rural development,to achieve a population urbanization rate of 60%in 2020.1n the past,the government led urbanization has brought enormous financial burden to the government,it is harmful to the improvement of the level of Urbanization.The PPP model is "the public-private partnership model".as a new type of project financing model.it can solve the problem of insufficient funds in government departments.Therefore.the adoption of PPP mode can open up new directions for new urbanization construction.Although the PPP model provides a new opportunity for the construction of new urbanization,there are few successful cases of PPP model in China,and Its operating mechanism is still unclear.The existing research focuses on the new PPP model urbanization construction performance evaluation and problems and Countermeasures in the process of operation in China,there have few scholars studied the new urbanization construction,PPP mode and operation mechanism.On this basis,this paper studies the operation mechanism of the PPP model of the new urbanization project in order to popularize the application and promotion of PPP model.This paper is based on the systematic review of previous studies on new urbanization and PPP mode,and studies the operation mechanism of PPP model of new urbanization project.First,defining the PPP model and the concept of new urbanization,and expounds the relevant theory,including public goods theory,value for money theory and principal-agent theory;Secondly,studying the operation mechanism of the new urbanization PPP mode from the operating environment,theparticipants and role positioning,project operation procedures,as well as financial supervision and project evaluation and so on,clearly demonstrating the operation mechanism of the PPP model;Furthermore.this paper analyzes the case of PPP project of new urbanization in Gu an to analyze the operation of the PPP model clearly;Finally,this article puts forward some suggestions for the specific operation of the PPP model of the national urbanization project in our country.The contribution of this paper is that deeply analyzing the participants and their role positioning of PPP model.and refining the operation mechanism of the project.on this basis.combined with specific case analysis,and it will be benefit to manage participant behavior,to provide a reference for the similar projects?...
