Reserch On PPP Project Audit In China

In order to reduce the financial pressure of governments at all levels and provide more investment opportunities for the increasingly rich social capital,Chinese government has accelerated the use of PPP mode in infrastructure and public services in recent years.As PPP projects are implemented nationwide,the problems in the process of practice can not be underestimated,careless in practice may damage the interests of project participants and the public.So it is important to strengthen the audit supervision of the PPP project.It is imperative to strengthen the research of PPP project audit,because of the unclear audit emphasis and lack of resources for audit institutions.Firstly,this paper carries out literature review both at home and abroad,states the theory of Value for Money,New Public Management and Fiduciary Responsibility,and defines the PPP mode,PPP project audit.In addition,combined with specific audit practice,this paper also analyzes the audit status of PPP project in China.Secondly,this paper carry out case studies on the relatively mature PPP project audit practice in Australia and Canada summarizes their audit experience,and makes a comparative analysis of the similarities and differences between the two.Through the study,this paper finds that there are many similarities between Australia and Canada's PPP project audit experience.Both of them are value-for-money audits,and devote a lot of energy to project pre-planning and operation phase,while the implementation stage of the project has been neglected.But it can also provide reference for China's PPP project audit practice.Meanwhile,in order to make up for the lack of foreign audit experience,this paper also analyzes the existing laws and regulations and audit practice of the existing government investment projects.this paper finds that there are some similarities between the government investment project and the PPP project,especially that the audit experience of the government investment project construction stage can provide reference for the audit of the PPP project implementation stage.Finally,based on the referential audit experience both at home and abroad,the relevant laws and the problems of PPP project audit,this paper puts forward some suggestions on PPP project audit in china.The suggestions include two aspects:the strengthening of the audit system and the impiementation recommendations.It proposes to conduct follow-up audit,covering the whole process of PPP projects,so as to clarify the subject,object and goal of the audit,and the audit organization form,the audit procedure and the contents and methods of the audit are elaborated.Based on the research on the current situation of PPP project audit in China,the paper summarizes mature audit experience both at home and abroad by multi-case study,and puts forward some suggestions on PPP project audit in China,hoping to help improve the audit practice of PPP project in China,so as to promote the benign development of the PPP project.
