Research On Whole Process Tracking Audit Of PPP Project Based On Risk Management Perspective

As a new mechanism to provide public service through the cooperation between government and social capital,PPP pulls the investment demand of private capital from the demand side,playing a vital role in current economic reform hosted by Premier Li.Confronted with the development bottleneck of low signature rate.With the characteristics of multi-subject provision model?risk sharing.benefit sharing and taking into account both efficiency and equity,PPP receives the attention of the government and the promotion and investment enthusiasm of private capital.As of the end of 2017,national PPP projects amount to 13554,with a total investment of 16 trillion and 300 billion RMB.Currently,controlling the risks of PPP projects construction and operational so as to improve the "landing rate" of PPP projects has become the top priority.To solve this vital problem,this paper analyzes the major risks of PPP and presents the whole process tracking audit model based on risk control and applies it to a virtual case to promote the healthy and orderly development of PPP?control the cost of the project?improve the management of the project and promote the realization of the construction goal of the PPP projects.This thesis can be divided into five parts.Firstly,it gives an introduction of background and meaning of the research,domestic and foreign research review,the method and the innovation.Secondly,it introduces the background of PPP project and risk control.Thirdly,it points out the five periods of PPP project.its audit environment and key audit methods.Fourthly,it presents a practicable Franchise period model based on risk control and shows its application through a virtual case.At last,it makes the summary and the deficiencies.This article mainly uses the literature research method and the case study method to research the audit risk control of PPP projects,On the basis of the whole process of tracking audit theory and the application related to the audit risk of PPP project and the characteristics of PPP project,this paper analyses the audit risk control points which need to be focused on and how to measure the audit risk of PPP project.The possible innovations of this paper are as follows.(1)As the development of the PPP project is a hot spot in the engineering construction,PPP model,which is a more mature theory in western advanced application,is introduced to China,this paper reviews the emergence of some acclimatized phenomena.In addition,this paper point out that the PPP model needs to be combined with the actual situation of China and based on the analysis of the existing problems.What's more,this paper comes up with a solution to solve the problem?improve the "landing rate" of PPP projects and promote the realization of the construction goal of the PPP projects(2)In view of the difference between PPP projects and the general construction projects,this paper analyzes the special risks faced by the project PPP,for example,the concession period risk and the important effect of PPP project decision-making stage of the whole project risk management.More importantly,it not only makes clear the particularity of PPP project,but also analyzes the great influence of these particularities on the construction and operation of PPP project.(3)This paper reviews the project life cycle theory and the five stages of PPP projects,which are decision-making,construction,completion and operation as well as transition.What's more,this paper analyzes each stage of different audit environment and the corresponding key audit measures so as to improve the efficiency of project audit and protect the realization of the objective of auditing.(4)In order to solve the problems existing in risk management,this paper comes up with the idea of strengthening engineering audit to achieve this goal,therefore,this paper proposes a workable and targeted risk oriented audit model of the whole process of project and uses a case to show the application process of the model.In conclusion,this thesis mainly comes up with a practicable Franchise period model based on risk control and applies it to a virtual case.Based on different perspectives,it gives the well-directed analysis and suggestions to help relevant partner to carry out the effective project management by making best use of project audit,which can not only promote the healthy and orderly development of PPP project,but also improve the quality of PPP project.
