In 2016,China's aviation transportation turnover reached 96 billion 251 million ton-kilometers,the passenger traffic reached 487 million 960 thousand,cargo transport volume reached 6 million 680 thousand tons.The number of civil transport airport reached 218(excluding 3 General Airport).87.2% of the city has a transport airport in 100 km.With the comprehensive transportation system developing,there are more contact between civil transport airport and the aspects of society.Except "crash","the passenger impact airport "," the phone hoax "," UAV interference " and other new crisis incidents continue to occur,even causing hundreds of flight delays,tens of thousands of people stranded at the airport,a large airport was forced to shut down for several hours,It brings great challenges to the safe,efficient and orderly operation of the civil aviation transportation system.This paper studies the civil transport airports public crisis management laws and regulations and management system.Improve the classification system of the public crisis case from the production safety,disaster prevention and defense security.Investigate the public crisis management plan,facilities and equipment personnel,of Zhengzhou Xinzheng International Airport.From the Mitigation,Prepared-ness,Response and Recovery stages of the crisis management life cycle theory,this paper analysis the problems and shortcomings of airport about surrounding environment,crisis warning,emergency command system,emergency drills and training,crisis response,etc.Give the suggestion of develop the land around the airport,enrich the connotation of the public the crisis management of civil airports,construction of quantitative early-warning index that aims to enhance civil airports' ability to deal with public crisis.
