With the development of the urban,the urban traffic problem seriously restricts the development of the city's economy and society.The implementation of public transportation priority is one of the main ways to solve urban traffic problems.With the formation of urban public transport network consisting of rail transit and bus transit,transfer travel becomes an important way for residents to travel.Fare is an important means of regulating traffic demand.Therefore,the implementation of transfer fare,incentives of public transport travel and other issues need further study.This article takes the residents' travel choice as the research entry point.And it focuses on the connotation,theoretical basis and implementation methods of urban rail transit and bus transit transfer fare.In terms of the connotation of transfer fare,the concept and the form fare of transfer fare are established.And then summarizes the fare transfer system in five typical cities of Shanghai,Nanjing,Taipei,Singapore and Seoul.For the fare system of public transit in our country,which is mainly composed of flat fare and distance-based fare,the transfer fare in the form of transfer discount is more suitable for the development of urban transport in our country.In terms of the theoretical basis of transfer fare,starting with the analysis of traffic efficiency under the individual rationality and collective rationality.The travel choice theory is applied to discuss the transmission mechanism of transfer fare and travel choice transfer.The traveler takes the individual travel with the greatest utility as the preferred way.It also improves the complementarity of the rail transit and bus transit by optimizing the link between the rail transit and the bus transit infrastructure.Through these,the transfer fare increases the utility of public transport travel choice,helping to guide public transport travel.In terms of the implementation of transfer fare.According to the travel utility function based on generalized travel cost,a transfer fare planning model based on the benefit maximization of social travelers and the minimization mechanism of transportation cost is established.We also take Beijing as an example.The parameter estimation of the basic assumptions and the current situation of public transport in Beijing is set up.Then the optimal transfer fare under different scenarios is discussed,and the expected effect is analyzed.Through the simulation analysis before and after the implementation of sharing rate of different travel modes,we found that transfer fare is good to increase sharing rate of rail transit and bus transit,especially on the increase of the volume of bus transit.Transfer fare has a certain effect on improving the sharing rate of public transportation and adjusting travel structure.In this paper,the transfer fare model based on logit random equilibrium choice is established from the perspective of travelers,combined with the theory of travel utility,.The setting of transfer fare of Beijing urban rail transit and bus transit is simulated and analyzed.From the theoretical analysis and the realistic simulation,the transfer fare has a certain role in guiding public transport travel.
