Study On China's Participation In Regional Food Cooperation

From the historical changes in the development of human society,the grain has long been an important resource and basic guarantee for the people's livelihood in terms of any country or region in the world.It can be said that the food problem determines and affects the development of a regional population and social stability,but also the root of the regional economic development and forward momentum.In the history of China's grain production,China has been developing self-sufficiency in the field of grain production for a long time.In the historical stage of relatively unstable history,this way of development has ensured the food security and sustainable supply of our country.In recent years,with the rapid development of China's economy into a new period,relying solely on self-sufficient food production supply,for the current land,water and other resources are increasingly scarce Chinese society has been difficult to meet.Therefore,in such a situation,to strengthen food regional cooperation for the current China's economic and social development will play a positive role in promoting.In this context,this paper analyzes the status quo,problems and constraints of regional food cooperation in China,draws lessons from the experiences of developed countries and regions in agricultural production and strengthens regional cooperation,and analyzes China's participation in regional food cooperation The action to be taken,the target set,the way of implementation and the establishment of the policy system,as a result of China's implementation of regional food cooperation to protect China's food security to provide new ideas.In the analysis method,this paper mainly uses the methods of describing statistics and case reference,first of all,based on the status quo of grain regional cooperation carried out under the development strategy of "The Belt and Road",and the actual situation of China's grain production The current situation of grain production in China and the problems and constraints in China's grain regional cooperation are systematically sorted out.The results show that there are insufficient domestic endogenous power in China's regional cooperation in grain,and the externalities are revealed.The transnational cooperation in the fields of agriculture and food is constrained by politics,economy and culture.The food security problem becomes the food market open the main risk,in the process of grain cooperation is faced with strategic positioning,management system,cooperation model and other multiple issues.Therefore,in the process of regional food cooperation,we should seize the strategic opportunities of “The Belt and Road” for regional cooperation in regional cooperation in regional food cooperation,and form regional food cooperation covering grain production,processing and logistics.ASEAN "10 + 3" and other organizations of the food security cooperation in the establishment of regional food cooperation objectives,to create a frequent interaction,equality and win-win international regional food cooperation environment,improve food production,processing,reserve capacity and agricultural science and technology,food security;in the area of innovative regional food cooperation,support domestic enterprises to establish overseas food and other crops production and processing base,the establishment of the parties involved in the extensive participation of the grain industry strategic alliance,through joint ventures,mergers and acquisitions,equity and other financial cooperation,into the global food supply chain,to carry out extensive technical cooperation in agricultural grain production;in the establishment of support policy system,to optimize China's participation in regional food cooperation policy environment,the establishment of specialized organizations and coordination agencies to strengthen the tax,finance,finance,import and export policy support,modern food industry system,to speed up the construction of relevant domestic infrastructure,improve the regional food cooperation services and regulatory system.
