The Application Research Of PPP Model In Construction Projects In Public Colleges And Universities Of China

With the continuous popularization of education in our country,the number of undergraduates in higher education is increasing year by year.The problems such as the old infrastructure in colleges and universities and the insufficient scale of campus are highlighted.Accelerating the construction of infrastructure in ordinary colleges and universities has become a topic that can not be ignored.Nowadays,the main sources of funds for infrastructure construction in colleges and universities are government funding and bank loans.However,with the rapid development of ordinary colleges and universities,the government funding has shown a relative lack of funding.Coupled with the unsustainability of bank loans,making the exploration of new financing methods in ordinary colleges and universities becomes the most important issue.The promotion of PPP mode can not only solve the contradiction between the development of common colleges and universities and the shortage of funds well,but also introduce the high-quality management mode of social capital.At present,the application of PPP model in the construction projects of ordinary colleges and universities is still in its infancy.There is a lack of corresponding theoretical and practical guidance in the construction process.It is of great significance to explore different types of construction projects that adopt appropriate PPP models and key points in implementing each model.This article uses the literature review,inductive deduction and case analysis of a combination of research ideas for the PPP model in China's public colleges and universities construction projects in the application analysis.First,according to the characteristics of the project and economic attributes,the construction projects of ordinary colleges and universities are divided into the basic teaching facilities project,the logistics service facilities project and the overall construction project of the new campus.The decision tree method is used to analyze and demonstrate that the PPP projects can be adopted in the construction projects of ordinary colleges and universities.Secondly,starting from the difference of project characteristics,combining with the characteristics of PPP model,we choose different PPP modes for different projects.Then,it analyzes the key factors of success of different modes-the determination of project rent,the selection of social capital parties and government subsidies,and puts forward effective measures for the success factors.Finally,Using XX Vocational and Technical College as a case study,for the PPP model in the construction of colleges and universities to provide theoretical and practical basis.The main achievement of the dissertation lies in fully considering the feature difference of different projects,selecting suitable PPP mode pertinently,establishing the rent determination model of basic teaching facility project in BLT mode,determining the overall choice of social capital of BOT project in new campus,established a government subsidy model.
