Research On The Impact Of Environmental Regulation On The Optimization And Upgrading Of China's Industrial Structure

At present,it is the the main task for the sustainable development to maintain the harmony between economy and environment in China.However,the environment and resources in China have paid a huge price with rapid economic growth over the past few decades: serious environmental pollution and ecological deterioration.Meanwhile,there are also problems in the development of industrial structure: the unbalanced development of the three industrial structures,the high-energy and high-pollution industries intensive and so on.In order to ease this contradiction,our government has been committed to prevent and control pollution through various powerful environmental policies and measures,aiming at break the constraints of resources and the environment in the process of economic development,and achieving sustainable development.In this process,China's industrial structure is also in the state of adjustment and optimization constantly.Therefore,the main task of this dissertation is to study whether the environmental regulation can influence the optimization and upgrading of the industrial structure in the country,and whether this effect can be promoted or suppressed.Based on the basic theory,this paper introduces three factors—social demand,technological innovation and international trade,and elaborates how environmental regulation has an impact on the optimization and upgrading of industrial structure.Secondly,this paper analyzes environmental pollution problems,the current status and problems of environmental regulation and industrial structure,and their problems in China.Then,the empirical analysis of the impact of the different environmental regulations on the industrial structure optimization and its regional differences uses the panel data of 30 provinces in China from 2006 to 2015.Finally,this article draws conclusions and proposes several policy recommendations.The empirical results show that industrial pollution governance investment is an environmental regulatory intensity index,and the impact on the optimization and upgrading of industrial structure shows a change trend in the shape of “U”,while the impact of pollution discharge fee income as environmental regulation intensity index influences on the optimization and upgrading of industrial structure shows a change trend in the shape of inverted “U”.In addition,the regional differences in the effect of environmental regulation on the optimization and upgrading of industrial structure are as follows: In the eastern and central regions,the environmental regulation impacting on industry structure is in the shape of “U”,and the impact is more obvious in central region;In the western region,the impact of environmental regulation on the industrial structure is not obvious.In summary,this paper puts forward policy suggestions,such as adapting to local conditions,choosing environmental regulation policies reasonably,and optimizing industrial structure and so on.
