Research On The Application Of Asset Securitization In Local Government Financing Platform

Asset securitization is based on the regulation of asset securitization business of securities companies in China,which is a special asset management plan set up by a securities company to carry out activities of asset backed securities issuance,in which the cash flow of basic assets is reimbursed.As a financial innovation tool,provides a way for the local government financing platform to solve the financing difficulties,through asset securitization,local government financing platform to achieve revitalize the stock of assets,optimize the allocation of resources,to provide an effective path for the market of local government financing platform transformation.In this paper,using the method of literature research method and case analysis in the study,after analyzing a large number of domestic and foreign literatures,the development and the status quo of China’s local government financing platform and the traditional financing mode analysis,find the root cause of the financial difficulties,analyze the operation mechanism of asset securitization and the next.The demonstration of the feasibility and necessity of asset securitization in the financing of local government financing platform,and then the collection of Chongqing D group of specific projects,evaluate the scheme design and the expected effect,put forward the safeguard measures of asset securitization financing platform of local government to use the last.The following achievements have been achieved in this paper:(1)summarizing domestic and foreign scholars’ research on asset securitization and government financing,we find that asset securitization is relatively rare in local government financing platform.Therefore,this paper finds a way of thinking for the financing platform financing of local government and constructs a certain practical application scheme.(2)based on the connotation,principles and basic operation process of asset securitization,combined with related research and practice at home and abroad,the necessity and feasibility of using asset securitization in local government financing platform is put forward.(3)the design and application according to the actual situation of Chongqing D group DYZ project asset securitization program,in the financing of local government financing platform to explore how to effectively use the asset securitization mode,to achieve revitalize the stock,good flow,realizes the development of local financing platform for financing channels and ways to promote the future development goals.
