In September 2013,President Xi Jinping,when he visited the four countries of Central Asia for the first time proposed "The Belt and Road Initiative",called for the "new Silk Road Economic Belt",but also put forward the "21 World Maritime Silk Road" concept,by the "along the way" the country’s strong echo and active participation.Under this international development strategy,it is an important content to actively seek the cooperation of our country with the relevant countries to carry out the trans-regional capacity,which needs to be considered and explored theoretically and practically.The concept of international capacity cooperation was originally from the 2014 Chinese Prime Minister Li Keqiang and Kazakhstan President Nursultan Nazarbayev talks,two leaders of China’s advantage capacity and Haguo infrastructure needs docking to achieve "Sino-Kazakhstan capacity cooperation" plan.International capacity is a new way for countries to strengthen economic cooperation,and it is helpful to push forward the strategy of "The Belt and Road Initiative" in China.Throughout the Maritime Silk Road,the Middle East region in all regional economies is the largest,the largest population,so the market is vast,potential,coupled with the excellent geographical environment and the rapid pace of development,and China in the capacity of cooperation with more advantages,but the industrial structure is single,low level,China and the Middle East region from the economic field,Or from the political field,both sides have sufficient reasons for cooperation and cooperation momentum.At present,there are few literatures on China’s capacity cooperation with a certain region,and there are few literatures on capacity cooperation between China and Middle East countries.Therefore,China and the Middle East countries to study international capacity cooperation,and for its cooperation and development to provide a reference policy recommendations to promote its cooperation efficiency,which will be China and the Middle East countries and regions of capacity cooperation,transfer of excess capacity,the full use of resources,the practice of "The Belt and Road Initiative" strategy to play a role in a certain degree.First of all,this paper analyzes the existing literature at home and abroad,including capacity,trade and investment cooperation and industrial transfer and other aspects,according to the theory of international trade,accurately define the relevant concepts of international capacity cooperation,and then point out the reasons and status quo of China’s capacity cooperation with the Middle East countries.It is concluded that China and the four countries in the Middle East are at a low level in capacity cooperation and have great potential for cooperation and space.Secondly,we use the concept of the theory,according to international Trade standard classification,measure China and Middle East four strategically important fulcrum countries by trade index: Saudi Arabia,UAE,Turkey,Israel and China’s trade union degree,trade complementarity of different industry sectors and international competitiveness,Basic analysis and industry selection for capacity cooperation.Thirdly,analyze the factors and problems that restrict the cooperation between China and Middle East countries in international capacity,and adopt the countermeasures and suggestions to avoid the problems to the maximum extent,and realize the efficient utilization of production capacity and complement each other.Finally,China in the Middle East to carry out the case of capacity cooperation to verify the constraints mentioned above and suggested countermeasures,and the successful practice of the case for Chinese enterprises in the Middle East to carry out manufacturing and oil and gas industry capacity cooperation has brought many enlightenment.
