Research On Capacity Cooperation Efficiency And Influencing Factors Between China And ASEAN Countries

China and ASEAN have close economic exchanges,and the two sides have become important economic partners and laid a solid foundation for capacity cooperation.In particular,with the new cooperation platform of“One Belt,One Road”,through capacity cooperation with ASEAN,on the one hand,“going out”of China's high-quality excess capacity,on the other hand,it is also conducive to promoting the industrialization process of ASEAN and achieving mutual benefit and win-win results.Firstly,based on the description of the concept of international capacity cooperation and international capacity cooperation efficiency,this paper analyzes the basic situation of China-ASEAN capacity cooperation,and points out that China and ASEAN capacity cooperation have made positive progress in absolute quantity,cooperation level and cooperation field.Of course,in terms of capacity cooperation efficiency,due to factors such as strikes by host countries and exchange rate risks of host countries,the efficiency of cooperation needs to be further improved.The DEA-tobit two-step method is used to measure the efficiency of China-ASEAN capacity cooperation and its influencing factors.The empirical results show that:(1)Overall,the comprehensive technical efficiency of China-ASEAN capacity cooperation is relatively stable,Brunei and Singapore are China's production capacity.The country with the highest cooperation efficiency;(2)From the perspective of pure technical efficiency,most countries in ASEAN perform better in terms of pure technical efficiency,but the performance of countries varies greatly;(3)From the perspective of scale efficiency and scale return,China has higher investment efficiency in emerging developing countries such as Cambodia,Brunei and Laos.Next capacity cooperation should focus on emerging developing countries in ASEAN.(4)Due to the actual development of ASEAN,the author measured the factors affecting the efficiency of bilateral capacity cooperation according to the UN indicators.It was found that the efficiency of the ASEAN government and the improvement of the level of corruption control,The increase in international discourse power and international responsibility and the favorable natural resources of ASEAN Bilateral cooperation can improve productionefficiency;and enhance the openness of the economy,enhance the level of infrastructure is not able to promote bilateral cooperation in energy efficiency of production,these are potential improvements in the future direction of China and ASEAN capacity to carry out cooperation.On the basis of theoretical analysis and empirical research results,in view of the impact direction and degree of change of each influencing factor on the productivity cooperation efficiency between China and ASEAN,this article proposes corresponding protection response and recommendation,this is,to enhance cooperation with the host countries in infrastructure;enterprises ought to conduct field research before cooperation,and enforce productivity cooperation according to the resource endowment of each country and its political and financial characteristics.Strengthen the construction of industrial parks in ASEAN,create a good investment environment,and encourage enterprises to go out in groups;enterprises should adopt localization strategy,legitimate and standardized operation,and enhance the good image of Chinese enterprises;they should adjust the scale of investment in ASEAN,optimize the investment structure,and accelerate the development of supporting industries.
