Research On Fiscal Expenditure Policy To Promote Green Development

Since the Industrial Revolution,the rapid development of industrial civilization has prompted the rapid development of material civilization.However,environmental problems have become increasingly prominent,and environmental pollution incidents have happened frequently.From the London smog incident in the 1940 s to the increasingly serious problem of global warming nowadays,the ecological problems have seriously threatened the survival and progress of mankind.We must work together to control.As a large country with a population of 1.3 billion,coupled with its extensive economic growth mode in the past,China is facing a more serious ecological and environmental problem.The increasingly serious ecological and environmental problems and economic structural problems have set new requirements for the development model of China.Green development is the proper way to solve economic,ecological and social problems.Green development is a balanced development of economy,society and ecosystem,it is also an upgrading of sustainable development.This paper attempts to build a green development model based on the green development mechanism and the Douglas Production Function.Through the analysis of the model,the factors that affect the green development include green production,green consumption and ecological protection.Among them,green production also includes three aspects: adjusting economic structure,optimizing energy structure and technological innovation.From the three major factors affecting green development,this paper comprehensively analyzes the fiscal expenditure scale and fiscal expenditure policy of promotion of green development,as well as the problems in the current fiscal expenditure policy.Finally,on the basis of analyzing the fiscal expenditure policies,expenditure scale and effectiveness of green development in the city(Beijing)with the highest number of green development indexes in 2017,and of the successful experience of promoting green development in the United States,Germany and Japan,useful experience have been drawn and relevant policy recommendations have been put forward..This study finds that Chinese existing fiscal expenditure policies for green development have the following problems: the policies for green development lacked overall planning,incomplete green performance assessment,ecological construction and environmental protection excessively depending on fiscal funds,unequal green fiscal inputs between urban and rural areas,unscientific financial subsidies and imperfect fiscal expenditure system of promoting green consumption.From foreign experience,we conclude that the establishment of a long-term growth mechanism for environmental investment,the optimization of green product standards and the emphasis of market while formulates fiscal expenditure policies of promoting green consumption.From experience of Beijing,it is concluded that formulation of developing plans,coordinated development of Beijing,Tianjin and Hebei,and implement of scientific and technological innovation pilot projects effectively improve the quality of green development.Finally,this paper puts forward that optimizing the fiscal expenditure policy for promoting green development in China requires the rational formulation of green development plans,the establishment of a green budget,the establishment of a long-term growth mechanism for the input of ecological construction and environmental protection,the optimization of input structure of ecological construction and environmental protection and fiscal support for the establishment of green index.
