According to the experience of the rest of the world's environmental Kuznets curve(EKC),China's current per capita GDP level is already on the right side of the inflection point of the EKC curve,that is,with the increase in income,environmental quality continues to improve.In fact,some of China's environmental indicators(some of the pollution emissions)is indeed continuous improvement,and "Environmental Protection Law","Clean Air Law" and other amendments to the implementation of environmental finance expenditure increased by 20%or more,the unit emissions Standards,trade permits and environmental taxes have also been introduced,the Government used such a stringent environmental policy to control pollution and improve the quality of the environment.But why do people actually feel on the left side of the EKC curve?From the conclusion of this paper,the non-green effect of fiscal expenditure policy(or the pollution effect of expenditure policy)can not be neglected in the view of environmental macroeconomic perspective.From the theoretical point of view,the fiscal policy created by the incentive to promote the resources in human capital,material capital and natural capital in the best way between the rational allocation.According to the IS-LM-EE framework,the implementation of fiscal policy can make the economy expand or shrink,and lead to the movement of the environmental equilibrium curve,which will achieve a new environmental economic equilibrium,so fiscal policy is environmentally friendly or harmful to finance The environment of the policy causes the effect size.Fiscal policy affects the inherent mechanism and transmission mechanism of green development:(1)through the fiscal policy generated by the constraints of incentives to promote the resources in human capital,material capital and natural capital in the optimal way between the rational allocation,thus affecting the green production(2)fiscal policy can make the macroeconomic expansion or contraction,and through the debt,social security,resources and pollution tax and environmental governance expenditure and other means to affect the cost of the intergenerational transfer of environmental costs;(3)fiscal policy may directly Environmental impact.On the basis of the above theoretical analysis,the empirical results show that:(1)China's carbon dioxide emission cycle and output cycle changes simultaneously,and the quantitative measurement results show that the carbon dioxide emissions on the real GDP changes in the elasticity of 0.601,that is,(2)On the one hand,the positive impact of fiscal expenditure will lead to an increase in carbon dioxide emissions in the short term,with the increase in non-environmental fiscal expenditure increasing the amount of carbon dioxide emissions,and the increase in carbon dioxide emissions will increase the amount of carbon dioxide emissions,On the other hand,fiscal spending is also one of the most important sources of changes in carbon dioxide emissions,which can explain more than 11%of changes in carbon dioxide emissions;(3)The increase in environmental emissions will reduce production-based carbon dioxide emissions.)Environmental fiscal expenditure accounted for about 2.5%of fiscal expenditure,an average annual growth of more than 20%,but its growth showed significant "Baumol effect'" and "Engel effect",that is,cost-driven growth and demand-driven growth,Income for each 1%increase in environmental finance expenditure growth rate increased by 0.6%-0.8%,1%-1.5%.The above theory and experience show that fiscal expenditure will have an important impact on environmental quality.On this basis,the dynamic stochastic general equilibrium model is constructed,and the quantitative scenarios are simulated for different fiscal system arrangements.Quantitative results show that:(1)the temporary increase in fiscal expenditure,output and carbon dioxide emissions are immediately deviated from the steady level of 0.02 units,that is,increased output,increased carbon dioxide emissions;(2),The government arrangements for environmental fiscal expenditure can achieve "double dividend",that is,output growth of 0.01%-0.19%,carbon dioxide stocks fell 0.27%-2.53%;(3)environmental finance expenditure only to environmental tax revenue to support the situation and environmental finance(4)environmental finance funds for subsidies to corporate emission reduction activities,enterprises can reduce emissions efforts to enhance the rate of 19.25%,the amount of carbon dioxide emissions increased by 0.71%,carbon dioxide emissions increased by 0.71%,The cost of reducing emissions by 60.70%,output expansion of 0.18%,carbon emissions decreased by 2.54%,C02 emissions in the atmosphere decreased by 2.26%,if the environmental finance funds directly used by the government for emission reduction activities,its growth and emission reduction effects Are greatly reduced.According to the above conclusions,this paper puts forward the following recommendations:(1)With the deterioration of environmental quality and the growth of per capita income,the scale of environmental fiscal expenditure should be further expanded to increase the proportion of fiscal expenditure;(2)The public spending of environment should be financed by the general budget,and fiscal expenditure should be more to the green direction of tilt,that is appropriate to reduce non-environmental fiscal expenditure,increase environmental expenditure(3)more environmental fiscal funds should be used to subsidize corporate emission reduction activities,but also to reduce the amount of environmental finance,The earth to play the effect of market emission reduction mechanism.
