Xi Jinping pointed out in the report of the Nineteenth National Congress that Chinese economy has shifted from a high-speed growth stage to a high-quality development stage and is now facing a critical period of changing the development mode,optimizing the economic structure,and transforming the growth momentum.The construction of a modern economic system is an urgent requirement to cross the juncture and the strategic objectives of our country's development.Technical efficiency is an important indicator to measure the quality of economic development,and the research about it is of great significance in promoting high-quality economic development.At the same time,the adjustment and optimization of the industrial structure is also an important foundation for the "New normal" of the Chinese economy in the future.This article explores the effective ways to improve China's technological efficiency from the perspective of industrial structure evolution.The purpose is to study how to improve China's technological efficiency through structural changes in order to seek a "win-win" situation in industrial development and technological efficiency.The article first reviewed relevant literature on industrial structure evolution and technical efficiency studies,and on the basis of clarifying the essential connotation of both of them,it analyzed the mechanism of the influence of industrial structure on technological efficiency.Secondly,it based on the panel data of 30 provinces from 2000 to 2015,the Moore index method was used to measure the degree of industrial structure evolution in China and the three major regions of the east,middle,and west.Based on the calculation of the degree of industrial structure evolution in China,it introduced foreign investors direct investment dependence,openness,R&D expenditures,human capital,and urbanization level variables,and using the heterogeneity stochastic frontier model,empirically test the impact of industrial structure changes on technical efficiency.It also analyzes the technical efficiency of China and the three major regions of the East,Central and West.The study found that:(1)China's current industrial structure is in a good state of evolution,and the degree of industrial structure evolution is rising.The eastern region has the highest Moore value in the three major regions,the industrial structure has the highest degree of change and tends to be rationalized,while the central and western regions have alternately changed their positions.(2)China's industrial structure evolution have a significant positive effect on technical efficiency.The evolution in the industrial structure evolution in the eastern and central regions have a significant effect on the promotion of technical efficiency.The evolution in the industrial structure in the western region have no significant effect on the technical efficiency.(3)From 2000 to 2015,the overall technical efficiency of our country has been on the rise.The technical efficiency of the eastern region is much higher than that of the central region and the western region.(4)From the national level,the degree of dependence on foreign direct investment dependence and R&D expenditure increases positively with technological efficiency,openness,human capital,and townships The level of technology has no significant effect on technical efficiency.Finally,it based on the above research conclusions,relevant suggestions are made.
