Since reform and opening up, China’s economy has obtained the huge development. Especially in the number of economic growth is outstanding; However, in China’s economic growth quality is highly controversial. Chinese and foreign scholars who studied China’s economic productivity and technical efficiency made a lot of theoretical and empirical studies, however, these studies have a plenty of analyzing specific to a particular industry, have a plenty of using the macro aggregation data, but very little knowledge of investment in science and technology industry of our country large and medium-sized industrial production efficiency were analyzed.Technical efficiency is to measure the gap between the level of real output and maximum production level, by using the stochastic frontier production model to estimate technical efficiency has been applied to the fields and industry research, this paper studied the technical efficiency of China’s large and medium-sized industry investment in science and technology which is defined as the knowledge production efficiency, and through certain processing, it can be concluded that the change of knowledge rate and production efficiency, reflects the level of technology progress level.This paper introduces the relations of the frontier production function, the stochastic frontier production function model and the technical efficiency, and the time-no-varying stochastic frontier production model and the time-varying stochastic frontier production model has carried on the detailed introduction, this article uses the panel data of time-varying stochastic production frontier model,B-C model is widely used in it.This article uses the China’s large and medium-sized industry science and technology input data to establish beyond the logarithmic form of stochastic production frontier production function model to measure China’s industries knowledge production efficiency. Results show that the knowledge production efficiency of China’s overall level is not high,15 years of all sectors of the average efficiency of knowledge production is controlled in 0.60.7, and increase year by year. For the high level of efficiency of knowledge production industry, should speed up technical innovation and the introduction of advanced technology, makes the production frontier outward. For low level of productivity of industry knowledge to innovate the management level, improve the efficiency of resource utilization, etc.,so as to make the actual output and the production level of the gap of the frontier.In 1996-2010, China’s large and medium-sized industrial enterprise knowledge production and the overall technological progress, the knowledge for high production rate of the industry may be outside of the fierce market environment to promote the constantly updated technology, promote the upgrading of products. For knowledge production because of its low rate of industry belongs to labor-intensive industries or its monopoly position in the industry. To promote technological progress, therefore, an urgent need to break the monopoly industries, create a fair, equal, competitive market environment.In this paper, the external factors that influence efficiency of knowledge production is also analyzed, found that the proportion of government R&D funding, science and technology activity practitioners and knowledge productivity is a positive correlation, and the degree of monopoly is negatively related to the efficiency of knowledge production is. Therefore, to improve the government’s R&D funding of industries, increase workers of the proportion of industry science and technology activities, enhance the degree of competition in the industry, in order to improve the efficiency of knowledge production.
