| Releasing the value of rural land and increasing farmers’income are the important guidance behind the long-term concern of the problems about "agriculture,farmer and rural area".The practice of rural land system policy has told us that the rural homestead system reform is an effective way to expand farmers’ property income.In order to give farmers more property rights,we should explore the market allocation of homestead resources,fully demonstrate the market value and property utility of homestead,and help solve the imbalance of wealth distribution between urban and rural.In the background of the homestead system reform,this paper explores the practice of homestead’s market allocation,defines three different types of homestead marketization rules,including short-term lease by rural households,homestead replacement rights transference and tradable land use quotas,and constructs "income-distribution-cost" theoretical framework.From the goal of realizing the unity of efficiency and justice,homestead marketing transference can achieve the objectives of efficiency in the reform,which expand farmers’ homestead property income;and manifesting peasant homestead property at the same time,guaranteeing the dominant position of farmers in the distribution pattern is the inevitable requirement of realizing a fair allocation of resources in the process;increasing the homestead property income and distributing it,will produce a series of transaction costs on negotiation and decision-making,these costs will reduce the governance efficiency of marketization rules and thus hinder the release of homestead property income to a greater extent.Based on this,the article try to answer "the impact of different marketization rules for farmers to obtain the homestead property income,"how the different marketization rules affect the interests between the distribution pattern" and "how about the transaction cost about the governance structure in the practice of homestead property income" from three aspects on income,distribution and cost.Based on the practice of residential land marketing transference in Yiwu City,through cases to confirm theoretical analysis:the market rules of the liberalization of homestead property income can increase farmers’ income;tradable land use quotas can reduce the impact of location on rural-urban land transference within the rural sector;cooperation between the market and the government can reduce the transaction costs during homestead property income process.Finally,it puts forward policy recommendations for improving the marketing transference system about homestead,improving farmers’ status in the main body of income distribution,changing and standardizing the government’s function and behavior. |
