Starting from the organizational goals and development strategies of enterprises,performance appraisal is the appraisal of employees' working behavior and their contribution to the organization by adopting various assessment methods to improve the performance of departments and employees.The performance assessment system is composed of the work target,the assessment index and standards set up in the process of performance assessment.Through the scientific operation of the performance appraisal system,the enterprise conducts the objective and timely supervision and guidance to the work performance of the departments and employees.Meanwhile,the assessment results can be used as an effective incentive to arouse the enthusiasm of employees' work and innovation and improve their work performance.The performance appraisal system is of great significance for the enterprise to improve the utilization of human resources,enhance the core competitiveness and achieve the goal of the development strategy.Hefei tobacco company is a wholly owned subsidiary of the China National Tobacco Corp Anhui Province.In the administrative districts of Hefei City,it carries out the wholesale of cigarette and cigar tobacco,standardizes the economic order of the cigarette market,investigates the illegal tobacco cases,promotes the modernization of the cigarette retail terminal construction.In recent years,Hefei tobacco company has made great progress in building an accurate supply chain mode,strengthening monopoly management and internal supervision,implementing comprehensive accurate management and upgrading standard management level.However,with the development of macroeconomy,the consumers are concerned about their health.The demand for controlling smoking is becoming more and more strict,and the environment of cigarette sales is constantly changing.Hefei tobacco company gradually realizes that in the current situation,to achieve economic efficiency,complete the sales and profits of the task and to achieve the growth of enterprises,it is of top priority to establish a scientific performance appraisal system which can be used to evaluate the performance of the staff and stimulate staff's work enthusiasm and vitality.Hefei tobacco company has carried out some exploration on the performance appraisal.But for the restriction by the system factor,management concept,management level and historical issues and other reasons,there are many problems and shortcomings in the operation of performance assessment.The results of performance appraisal can not be effectively applied.Performance incentives and performance improvements are limited.How to improve the existing performance appraisal system of Hefei tobacco company,improve its level of human resource management is an urgent problem to be solved.Scholars at home and abroad have done a lot of research on the performance appraisal system.This paper is based on the study of performance assessment theory and research results at home and abroad.A comprehensive analysis is conducted on the current situation and the existing problems about the performance appraisal system of Hefei tobacco company through designing,distributing,summarizing questionnaires of performance appraisal system.The author used the SWOT method to make clear the company development strategy;extracted,decomposed and set up key performance indicators at various levels by using key performance indicators,balanced scorecard and other methods,determined the weight of key performance indicators by using the analytic hierarchy process(AHP),improved current performance appraisal system of the company from all sides.This research enriches the theoretical framework of performance assessment,enhances the pertinence of the performance assessment research,and provides a good example for the tobacco business enterprises to improve the performance appraisal system.
