China and Kazakhstan are close neighbors.In recent years,the trading between China and Kazakhstan has continued to grow,especially in the oil and energy sector.In 1991,Kazakhstan became independent and implemented market-oriented reforms.Today,Kazakhstan has become the largest economy in Central Asia.After the reform and opening up in 1978,the Chinese economy maintained rapid growth and foreign trade expanded rapidly.Since the establishment of diplomatic ties between China and Kazakhstan in 1992,there has been constant exchanges between the two countries in terms of politics and economy.The two countries have successively signed many important strategic cooperation documents in the political and economic fields and launched a series of cooperation.With the rapid development of China's economy,a large number of Chinese companies have begun to "go global" and invest overseas.China's international investment projects are also increasing,and China's international direct investment(FDI)is also expanding.As an important node of the "One Belt and One Road",Kazakhstan is a very important cooperative country of China in terms of geographical location and energy minerals.China is the second largest economy in the world,and China has more capital,technology,and talent than Kazakhstan.This article has conducted a systematic study of China's direct investment in Kazakhstan and has mainly reached the following conclusions or judgments:(1)From the analysis of Kazakhstan's investment environment and foreign investment policies,the policies for attracting investment mainly include:preferential measures to encourage investment,government administrative reform,and legal protection;policies that impede foreign investment include:strict labor and labor policies;resource use Restrictions;Investment Barriers.(2)Analysis of the current situation,causes and prospects of China s direct investment in Kazakhstan.The development history of China's direct investment in Kazakhstan is divided into three stages:the starting stage(1993 to 2000)and the growth stage(2001).By 2011)and the wave phase(2012 to 2016).According to the current situation of China's direct investment in Kazakhstan,the main features include:the scale of investment is small,and the investment industry is mainly concentrated in energy and mineral resources,construction,finance,and technology industries.The main investment areas are located in the more developed southeastern regions of Kazakhstan,and analyze China's investment incentives and investment prospects for Kazakhstan.(3)CNPC's analysis of Kazakhstan's international direct investment first analyzed the background of CNPC's investment in Kazakhstan,including China's energy dilemma,strong supply and demand complementarity in China's and Kazakhstan's oil and gas fields,proximity to China and Kazakhstan,and "One Belt and One Road"."And the promotion of the government of China and Kazakhstan.Secondly,it analyzes the international direct investment strategy of CNPC from three aspects:regional penetration strategy,joint investment strategy,and financial support system strategy.Thirdly,the analysis of PetroChina's direct investment history in Kazakhstan is mainly divided into:the initial stage of development(from 1995 to 2002),the stage of investment expansion(from 2003 to 2012),and the stage of continuous development(from 2013 to the present).The company's direct investment model in Kazakhstan mainly includes the equity acquisition model,the establishment of a joint venture company,and the agreement to invest in oil and gas for oil pipelines.Finally,it points out that the prospects for CNPC's investment in Kazakhstan include the benefits brought about by the full connectivity of China-Kazakhstan oil pipelines,the transfer of technology and equipment,investment prospects,and the prospects for oil and gas development in the Caspian Sea.(4)China's investment advice on Kazakhstan in the context of the "Belt and Road Initiative".
