General Secretary Xi Jinping pointed out that China’s economy has shifted from high speed to high quality development stage,the innovation driven is the core of develop the manufacturing industry well.In order to speed up the development of innovation in manufacturing industry,and To achieve sustained industrial growth with productivity growth,a series of policy documents to promote technological innovation in manufacturing industry have been published in succession,such as the "Made in China 2025" and eleven affiliated guidelines.Reviewing the development process of manufacturing industry in China,the promotion of industrial technology innovation policy can not be ignored.Industrial technology innovation policy is not only an important part of China’s industrial policy,but also runs through all previous science and technology planning in China.Under the current situation,our country is also facing the problem of the existence and abolishment of industrial technology innovation policy and the problem of productivity growth in manufacturing industry.Therefore,it is of great practical significance to study the impact of industrial technology innovation policy on the productivity growth of manufacturing industry.In this paper,a combination of theoretical analysis and empirical analysis is adopted,in order to study the impact of industrial technology innovation policy on productivity growth in manufacturing industry.it will provide theoretical basis and policy reference for relevant departments to take effective industrial and technological innovation policies and measures to improve productivity growth of manufacturing industry and achieve a historical leap from big to strong.First of all,this paper from three aspects of fiscal,taxation and financial to analyzes the status of implementation of the policy of industrial technology innovation of China’s manufacturing industry;from the impact of the policy of industrial technological innovation on three aspects of technical progress,technological efficiency growth and scale efficiency growth,and explains the influence mechanism of industry technology innovation policy on manufacturing productivity growth,it is found that influence mechanism of industry technology innovation policy on manufacturing productivity growth is relatively complex,and the implementation of the policy there are both advantages and disadvantages.Secondly,this paper use the stochastic frontier analysis method to measure the productivity growth rate and the rate of technological progress,technical efficiency,scale efficiency of the 28 industries in the manufacturing industry from2009 to 2015,it is found that productivity in China’s manufacturing industry over the growth rate and the rate of technological progress is positive,but the decline of scale efficiency negative and in a continuous state of fluctuation,while technical efficiency is positive and showed increasing trend.The growth rate of technology progress and scale efficiency the difference is caused by differences in productivity growth between industries.Finally,this paper use feasible generalized least squares method to empirical analysis of R&D subsidies and income tax preferential policies on productivity growth in manufacturing productivity and the influence mechanism.The results showed that R&D subsidy policy only has significant promotion for productivity growth in low tech manufacturing,and it is mainly achieved by promoting technological progress;preferential the income tax policy has significant promotion for productivity growth in whole manufacturing industry,high-tech manufacturing technology and low manufacturing,and it is mainly through the promotion of scale efficiency to achieve growth.Control variables such as capital intensity,export intensity,fdi,ownership structure and firm size have different effects on productivity growth rate and components of manufacturing industry.According to the results of empirical analysis,this paper puts forward a series of corresponding policy recommendations. |
