Since the Third Plenary Session of the 18 th CPC Central Committee,innovation-driven development has become a national strategy.In order to implement the innovation-driven development strategy and speed up the establishment of an innovation center in the west,Chongqing Municipality has successively formulated the "Chongqing City In-depth Implementation of Innovation-Driven Development Strategy Work Plan Notice" and "Opinions on Deepening Reform,Expanding Opening,Accelerating the Implementation of InnovationDriven Development Strategies," etc.Implement an innovation-driven development strategic plan based on big data intelligence,build emerging industrial clusters such as new energy vehicles,high-end equipment,and bio-pharmaceuticals,and accelerate the establishment of technological innovations system that focus on companies as the mainstay,market orientation,and deep integration of industry,universities,and research institutes.the relevant research of Chongqing high-tech industry innovation has great practical value.This article firstly summarizes the overall situation of the high-tech industry in Chongqing.Based on an analysis of the input and output of high-tech industry innovation resources in Chongqing,the following two aspects are carried out:(1)Based on data from ten major hightech fields in Chongqing,Using DEA and DEA-COST methods to measure the innovation efficiency of various industries and comparative analysis.(2)Based on canonical correlation analysis methods,study the internal relationship between capital structure,technology sources,education level,foreign trade and high-tech industry innovation efficiency,compare the importance of factors,make relevant explanations and analysis,and draw relevant suggestionsIt is found that:(1)The high-tech industry in Chongqing faces the shortage of scientific research funding and high-end talents.The quality of patents in various industries needs to be improved,and the patent transfer and licensing markets are unstable.Exports of new products,related patents and technical standards need to be improved.Technical transaction market is small and unstable.(2)The innovation of high-tech industries is greatly affected by the fluctuation of scale efficiency,and the efficiency of pure technology is steadily increasing.Scale efficiency is an important reason for the overall low efficiency value.The agglomeration effects and structural dividends of the innovation factors of enterprises are not shown.The industry distribution characteristics of innovation efficiency are obvious,and different policies should be adopted to improve efficiency according to the efficiency of each area.(3)Factors such as R&D capital structure,technology sources,foreign trade,and education level are significantly related to the innovation efficiency of high-tech industries.Rational and appropriate industrial policies can promote the efficiency and competitiveness of industrial innovation and promote industrial development.(4)Compared with corporate capital and independent innovation,government funds and non-individual innovation are more conducive to improving the efficiency of innovation resource allocation,and have a certain inhibitory effect on pure technological efficiency,and there is a phenomenon of “reverse diffusion” of technology.Compared with other factors,independent innovation,education,and foreign trade can,to a certain extent,promote the scale efficiency and pure technical efficiency,but the efficiency of allocation will decline,and corresponding countermeasures and suggestions will be given.
