After the 1990 s,the progress of modern traffic and communication technology greatly shorten the distance between the countries of the world in space and time.The sustained growth of the economy in the developed countries make it lost comparative advantage in labour-intensive production,developed countries and developing countries need each other and meet each other to promote the cooperation between the increasing of international trade and international division of labor deepening,prompted the formation of global value chain.Under the global value chain model,a product of the production,processing and marketing has not only confined to a country,each link of the value and the profit allocation also belonged to different countries,developed countries usually transfer the machining,assembling to developing countries,the research and development design,brand marketing high-value-added link reserves at home to obtain benefit maximization.With the process of industry transfer of developed countries,developing countries rapid integration into the global value chain,but a long period of low value added link in the global value chain.Under this development situation,China is active or passive integration into the global value chain in the form of processing trade,and the country occupy the important position in it.This article takes the status and promotion in the global value chain of China as the main line and discusses the connotation of global value chain division of labor,measures the labor participation and status of global value chain of China from the angle of the value added by using the Ti VA(value-added trade)data.This data released in March 2017 by WTO-OECD.Results indicate that:(1)China is still in a lower position of international division of labour,but the degree of participation in international division of labor is more and more deep,participation and keep for a long time in the position of the first three.(2)The participation are not necessarily associated with national economy size and the status of global value chain.In the position in global value chain to participate in a high degree of national,its status index is not high.(3)The participation degree of the secondary industry is very high,and rising year by year,the second is the primary industry and tertiary industry,but the status of the second industry index is much lower than the first and the third industry.Service industry has a better ability to export products.(4)Level of participation in international division of labor of the farming,animal husbandry,forestry,fishery and finance is the lowest.The rest of the industry to participate in the international division of labor is higher,especially in the manufacturing of textile and footwear,electronic and optical equipment,transportation equipment industry participation index above 0.7,but the GVC-position and GVC-participation index were opposite trend,higher participation index electron,electrical optical devices and wood,paper products printing and transportation equipment manufacturing status index is rather low.To improve the division of labor position in global value chain in China,this article adopts the time series data of 1995-2011,empirical analyze the effect factors of China's position in the global value chain.The results show that the increase of human capital,infrastructure has significant effect to promote China's global value chain status,and resource endowment,technology level,the government system in different extent hinder the promotion of the position of global value chain in China.On this basis,this paper analyzes the global production networks,enhance China's overall status in the global value chain promotion strategy: Actively introduce and cultivate multinational management personnel and technical personnel;Implement the strategy of managed trade liberalization,establishing and perfecting the policy system;To strengthen infrastructure construction,especially traffic and communication facilities;Built in the eastern region as the center of the domestic value chain,continue to promote the opening to the outside world in the coastal area,at the same time,strengthen the construction of the Midwest manufacturing base.
